Sean Dorsey is the superintendent of Manitou Springs School District 14. Dorsey was appointed superintendent on April 26, 2023. Dorsey's previous career experience includes working as a special education teacher, assistant principal, principal, and assistant superintendent.[1][2]

Manitou Springs School District 14 consists of five members elected to four-year terms. Members are elected at large.

Public participation in board meetings

The Manitou Springs School District 14 school board maintains the following policy on public testimony during board meetings:[4]

All regular and special meetings of the Board shall be open to the public. The Board desires to hear the viewpoints of all citizens throughout the district and also needs to conduct its business in an orderly and efficient manner; therefore, it shall schedule time during Board meetings for brief comments and questions from the public. Some public comment periods may relate to specific items on the agenda. The Board shall set a time limit on the length of the public participation time and a time limit for individual speakers.

1. The following individuals may be eligible to address the Board during a public comment period:

a. Residents of the district.
b. Parents/legal guardians of students enrolled in district schools.
c. Members of the staff.
d. Individuals who have been requested by the Superintendent or the Board President to present a given subject.
e. Nonresidents of the district who previously have requested and received the permission of the Superintendent or the Board President.

2. Public comment regarding items not on the agenda:

a. Persons who wish to speak must sign in with the Secretary to the Board prior to the being called to order. A sign-up sheet will be available for individuals at the meeting of the school board meeting.beginning
b. The Board President shall be responsible for recognizing all speakers who shall properly identify themselves, for maintaining proper order and for adherence to any time limits set.
c. Questions asked by the public that require further investigation may be referred to the Superintendent or Superintendent's designee for consideration and later response.
d. Public comment regarding items on the agenda:
e. Members of the public will not be recognized by the President during Board meetings except as noted in this policy.
f. Members of the public wishing to make formal presentations before the Board should make arrangements in advance with the Superintendent so that such presentations, when appropriate, may be scheduled on the agenda.

3. Orderly conduct:

a. The meetings are not public forum meetings, but are meetings held in public.
b. All meetings, except executive sessions, will be open public meetings.
c. Orderly conduct of meetings does not permit spontaneous discussion from the audience.
d. Speakers will be recognized by the Board President and may make objective comments on school operations and programs.
e. The Board will not permit, in public session, any expression of personal complaint about school personnel nor against any person connected with the school system.
f. During time allotted for public comments, persons may speak on any established policy or other matters under consideration by the Board except for personal matters or complaints concerning specific employees or students. The discussion of all personnel matters to be conducted in executive session.
g. Speakers will not be permitted to participate in gossip, make defamatory remarks, use abusive or vulgar language. Speakers will be advised that their comments must be limited to items which relate directly to the District. The Board President will maintain the prerogative to discontinue any presentation which violates any of the public participation guidelines.

4. Time limit for speakers:

a. Comments from the audience are limited to three minutes per speaker with no immediate response from the Board, except when deemed necessary by the Board president.
b. A single spokesperson should be selected by groups or organizations desiring to address the Board on an agenda topic in order to avoid presenting repetitious information.
c. When there is a large number of speakers to be heard, the presiding officer may shorten the time for each individual speaker and may limit the amount of time for all speakers.

In addition to public participation time during Board meetings, the Board is committed to engaging members of the community on an ongoing basis regarding community values about education during times other than the Board's regular meetings. The intent of this policy is to allow a fair and adequate opportunity to be heard, to allow the Superintendent to take action when policies have been established by the Board on the subject of the request, to provide adequate time for the Board to obtain necessary information concerning the subject, and to see that time devoted to the discussion does not interfere with the fulfillment of the Board’s scheduled agenda.[5]
