Barrera earned a bachelor's degree in education and a J.D. from the University of Houston. His professional experience includes work as the chief of staff for the city council, as a hearing officer, and as a teacher for the Houston Independent School District.[1]

Harris County, Texas, held a general election for Houston Community College Board of Trustees on November 7, 2017, with a runoff scheduled for December 9, 2017. The filing deadline for candidates who wished to run in this election was August 21, 2017.

The District IV, District V, and District IX seats on the board were up for election in 2017.
