Two of seven seats on the Mansfield Independent School District board of trustees were up for at-large general election on May 6, 2017. The Place 6 incumbent, Daniel Gallagher, did not file for re-election. The open seat attracted nine candidates: Darrell Sneed, Jessica Camacho, Breton Hawkins, Carl Lindstrom, Scott Marburger, Houston Mitchell, Joshua Spare, Troy Washington, and Samer Yacoub. Because none of the Place 6 candidates received a majority vote, Sneed and Camacho advanced to a runoff election on June 10, 2017. Sneed won the Place 6 seat.[1] The Place 7 incumbent Courtney Lackey Wilson defeated challenger Kevin Robedee in her bid for re-election.[2]

Method of school board selection

The Mansfield board of trustees consists of seven members elected at large to three-year terms. While candidates run for specifically named seats, each candidate represents the entire district rather than a particular geographic area. Elections are held annually. Three seats were up for general election on May 7, 2016, and two seats were up for general election on May 6, 2017.[3]

School board candidates had to submit paperwork with the school district secretary by February 17, 2017. Each candidate had to be at least 18 years old, a registered voter, a resident of the state for at least 12 months, and a resident of the district for at least six months. To cast a ballot in the election, citizens had to register to vote by April 6, 2017. For information on the voter identification requirements in Texas, please click here.[4]

Campaign finance

There were three campaign finance deadlines for Texas school board candidates in 2017:[8]

  • The 30th day report was due on April 6, 2017,
  • The 8th day report was due on April 28, 2017, and
  • The July semiannual report was due on July 17, 2017.

All school board candidates in the state were also required to file July semiannual campaign finance reports. Opposed school board candidates could choose "modified reporting" if they did not plan to exceed either $500 in contributions or $500 in expenditures in the election. Modified reporting exempts a candidate from filing the 30th and 8th day reports normally due before an election. If a candidate opted for modified reporting but exceeded the threshold before the 30th day prior to the election, he or she had to file the 30th and 8th day reports. Unopposed school board candidates were only required to file a campaign finance report on the July semiannual deadline.[9]
