Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent Janice Hahn (D) did not seek re-election in 2016. Nanette Barragan (D) defeated Isadore Hall (D) in the general election on November 8, 2016. Hall and Barragan defeated Martha DelGadillo (D), Morris Griffin (D), Marcus Musante (D), Sylvia Ortiz (D), Armando Sotomayor (D), Christopher Castillo (R), Ronald Siegel (R), and Michael De Mauricio (Independent) in the top-two primary on June 7, 2016. Campaign themes

2016

The following issues were listed on Musante's campaign website. For a full list of campaign themes, click here.

  • Cannabis: Marcus believes in the rule of law and understands the public’s natural need to feel safe and secure. Simultaneously, Marcus also understands the misguided approach our Government has taken with the war on drugs. “Punishment” has become a self-sustaining prison industry running on human capital. It is this recognized “balance” of Justice that qualifies Marcus to be the champion for Cannabis in Washington, D.C. He will be the only defense attorney in all of Congress.
  • Climate Change: As much as Marcus is committed to going after big Oil and other Corporations knowingly and obnoxiously polluting the air, Marcus puts the ominous on the American people. Demand is always impacted the most by the demand. Americans must first become less dependent on Oil and Coal and Gas if we want to see other change.
  • College Affordability: In the past 30 years, California has built 22 prisons and one State University. Perhaps if we actually focus on education instead of law enforcement, we will have less crime.
  • Immigration: We are a nation of immigrants, and need to remember this. While the system of handling immigrants coming into the country is shattered, Marcus is committed to keeping families together that are already here. Further, Marcus believes immigrants are essential to building the economy and generating commerce.
  • Mobile Home Parks: We urge mobile home owners and people with relatives and friends living in mobile home parks to vote for Marcus Musante. Running for the House of Representatives in California’s 44th District, Mr. Musante is committed to fighting for greater protections, in law, for mobile home owners. He has been talking with mobile home owners and understands that they are members of one of California’s least recognized but most abused minority groups.
