Biography

Mark Baker earned a degree from Dillard University and a doctorate from Clark Atlanta University. Baker's career experience includes working as an independent educational consultant, a professor with Clark Atlanta University, and a community relations officer with Clark Atlanta’s Department of Public Safety. He founded the HBCU Student Government Alliance.[1]

Dr. Mark Baker, also known as the ‘Progressive Councilman for the Culture’, embodies the definition of socially interchangeable. Since it’s inception, he has served the City of South Fulton as the District 7 Councilman, Mayor Pro Tem, and South Fulton’s Development Authority (Envision South Fulton) Chair, twice elected in all of these positions! Not only is Dr. Baker a retired Fulton County Schools Resource Officer and certified instructor of Law Enforcement Officer’s response to Weapons of Mass Destruction by FEMA and the Department of Homeland Security, but he is also a former Professor Current Issues in African American Studies and Introduction to Women’s Studies at Clark Atlanta University, as well as graduate of the University’s doctoral program, receiving this esteemed degree in May of 2021. In his tenure, Councilman Baker has not only been an active staple within the South Fulton Community, from hand delivering n95 masks to seniors and bringing 50,000 lbs of free food per month, he’s also authored the most progressive legislation- from ending no knock warrants, to a $15-dollar minimum wage, to decriminalizing marijuana, to the state’s first reparations legislation. As Chairman of the Envision South Fulton (the City’s development authority), he’s even brought a 1.5 billion development project, the largest in the South Metro Area- committing 10,000 jobs to the area!
  • My name is Dr. Mark Baker, and I’m running for Congress because it’s time to turn our moments, into a movement for substantive change.
  • My movement would be one that endeavors to change our narrative, and the narrative that I’m speaking of are the points of contention, those being economic castration, health disparities, and joblessness, that plague communities of color, and the communities of the underrepresented.
  • This movement will also be an offshoot of my agenda during my successive terms as Councilman, which would address the other societal ills inflicted upon the marginalized and underrepresented. To name a few- mass incarceration, income inequality, the miseducation of our youth, and gentrification. Under my administration these types of issues will be addressed with the same type of hands on, progressive, and aggressive legislation I’ve authored with the City of South Fulton. The type of Legislation that frankly speaking, our congressional cohorts have shied away from.
As someone who is of the culture, I understand that although our people have become more astute with our local politics, we have largely lost faith in the federal government’s ability to affect substantive change. I want to restore our faith, by being unafraid to bring our black agenda to forefront of government and find practical solutions through progressive legislation. I am unafraid, for example, to talk about the necessity of the Crown Act, protecting (the naturalness of our hair from job discrimination), (or the necessity of reparations, or even 5G tower regulations.) I am unafraid to talk about, and subsequently use, the findings of the Kerner report to find practical legislative solutions to the societal ills of the underrepresented, and the marginalized.
