An effort to recall Ward 5 City Councilman Mark Elliff did not go to a vote in Carthage, Missouri after petitions were not filed by the August 29, 2023, deadline.[1][2]

Recall supporters

Organizers initiated the recall effort following a 7 to 2 vote by the Carthage City Council on June 15, 2023, to remove the board of directors of the Carthage Water and Electric Plant. The vote has since been reversed, and the board members reappointed.[1][3]

Recall organizer Patrick Scott said, "To focus our efforts, it’s to show the message that the Carthage citizens want their voice to be heard, and we really needed to focus on one person. It’s not that we hate Mark Elliff. He’s a great guy. Unfortunately, he’s making some bad decisions, in our opinion, for the City of Carthage."[1]

Recall organizers would have needed to collect 590 signatures from registered voters in Ward 5 in order to trigger a recall election. They had 60 days from the date of the earliest signature on the petition to submit them to the relevant election authority.[1][4]
