Matney earned his B.A. in international studies, French and business from the American University in 1989, his J.D. from the College of William and Mary in 1992 and his M.Div. from Evangel Theological Seminary in 2005.[2]

Taxes

Mark Matney believes that high taxes kill jobs, make businesses less competitive and leave families struggling to make ends meet. As your next Senator, Mark will work to keep taxes as low as possible while funding core services. He will make sure government tightens its belt and lives within its means instead of reaching into your wallet for even more of your hard-earned money.

Spending
Mark Matney knows that government should focus on core services and cut the frills. He will work to pare waste and unnecessary spending above and beyond the core services that every Virginian expects—public safety, transportation, education, and a social safety net that emphasizes helping people obtain the job training and life skills necessary for them to achieve and maintain self-sufficiency.

Jobs
Mark Matney understands that the best thing government can do to attract more jobs is to get out of the way. He will work for tax and regulatory policies that encourage companies to keep existing jobs and facilities in Virginia, while ensuring that the Commonwealth becomes even more attractive to businesses looking to start-up or expand. Mark will also seek workforce development and training funds to help local workers attain up-to-date skills so they can compete for jobs.

Education
Mark Matney is a father of three daughters who believes every Virginia child should receive a world-class education. Mark will make sure schools have the in-classroom funding needed to prepare Hampton Roads children for careers in an ever-changing global economy and he will demand accountability from teachers and administrators to ensure kids are learning effectively. Mark will also work to give parents more flexibility to choose educational settings that best fit their children’s learning needs, whether that is in a local public school, a private school, a parochial school or through home schooling. Finally, Mark realizes that not every child will pursue a college career and he will insist that schools prepare these students for the workforce and not let them slip between the cracks.

Military
Mark Matney was raised in a military family so he is a strong supporter of our men and women in uniform. Mark understands the importance of the military to the regional economy and he will pursue policies that keep the region a magnet for defense activities and military construction. Mark will also support programs and opportunities for military families, many of which are new to the community and may be stationed here for only a few years while serving our nation.

Transportation
Mark Matney knows that local gridlock is a job killer that also eats up hours and hours of your time and money. He will support free-market public-private partnerships to accelerate road construction and he will insist that money for roads be protected from being used for non-transportation purposes.

The Constitution
Mark Matney is committed to supporting your constitutional rights and defending your liberties. He will uphold every right and freedom enshrined in the Constitution, including your rights to publicly observe your faith, own and carry a firearm, and protect yourself from unreasonable government surveillance or government seizure of your property.

Life
Mark Matney believes that every life is meaningful and precious from the moment of conception. He will be a strong voice for the defense of innocent life from the beginning of life until its natural end. Mark will also be a strong advocate for women’s health by ensuring that women who do make the choice to seek an abortion are served in facilities that meet modern medical standards for safety and are regulated similarly to other surgical facilities. He will also push for added funding to increase awareness of adoption in Virginia and to make sure foster parents have the resources to provide good homes to the children in their care.[3][4]

Elections for the Virginia State Senate took place in 2015. A primary election was held on June 9, 2015. The general election took place on November 3, 2015. The signature filing deadline for candidates wishing to run in this election was March 26, 2015.[5] Incumbent John C. Miller was unopposed in the Democratic primary. Mark Matney was unopposed in the Republican primary. Miller defeated Matney in the general election.[6][7][8][9][10]
