The text of the recall petition appears below.[3]

The voters of Turner should recall city councilor Mark McCracken due to consistent patters of behaviors unbecoming of a city councilor. Turner has big challenges ahead and needs leaders focused on building a sense of community instead of a person that is self-serving and displays divisive behaviors. He consistently states that he is misunderstood--do we need someone in a leadership position that most reasonable people cannot understand?

Mark tries to use his public position in private situations, once saying that the Turner Police would not remove a City Councilor after he was disruptive and asked to leave a neighborhood meeting. He must be reminded of open meeting laws when he violates them and he makes extremely insensitive and rude comments on social media, most recently causing emotional distress for a local family whose 3-year-old is battling an aggressive form of brain cancer.

Those are only some examples of many occasions that Mark has demonstrated inappropriate behavior and calls into question his ability to make sound decisions in the best interest of Turner. We believe that a 'Good Neighbor' town should and could do better.[4]

Recall opponents

The text of McCracken's formal response to the recall appears below.[5]

This recall is an action taken by disgruntled past members of the Crawford Crossing Home Owners Association Board and their families as a response to their continually being challenged to be accountable to the home owners. They have repeatedly and deliberately misstated quotes out of context which they received second hand. The Board refuses to answer to the owners or give a complete and thorough accounting of their behaviors, activities and community finances. I have continually challenged their actions and decisions on behalf of the community and will continue to do so.

I have attended the Turner City Council four years and was honored to be elected in 2020. It has been my privilege to be a part of bringing the 4th of July Festivities to the City, as well as Urban Renewal, updating the City water system, the new Burkland pool house, the Santiam Hospital Clinic, and developing the Urban Growth Boundaries. This City deserves the very best representation and not partisan bickering by vindictive influencers who cannot have their way.[4]
