Hello! Thank you for visiting my page!

My name is Mark A. Moody and I am running to be your next Councilman for Ward 3. I am running, because our city needs to improve basic services and protect homeowners and business owners.

My master’s degree in Geography, specializing in GIS, will aid in creating solutions to improve our basic services and improve our quality of life.

Presently I have brought common sense solutions while serving on the Land Adjustment Board for the city. Being treasurer for the local Knights of Columbus chapter, I have worked to maintain a balanced budget through recent hard times and our chapter has maintained being in the black instead of the red.

I am presently a precinct committeeman for the Laramie County Republican Party and served as a state delegate for the State Republican Party Convention.

Overall, the present city council has lost sight of the duties and ideals to serve We The People, who call Cheyenne home, it is time for New Leadership for Cheyenne for Ward 3.
  • Pro-Business:

Businesses and residents must navigate through many draconian codes/rules. I have experienced these draconian codes/rules impact businesses and housing negatively from being a member of the Land Adjustment Board.

Because of these codes we have not only problems with affordable housing, but complexity for businesses.
  • Pro-Neighborhood: Presently Wall Street corporations and private equity firms, particularly BlackRock, are attempting to buy single family homes and townhomes in Wyoming. There needs to be a city ordinance to stop this. This impacts not just potential new homeowners but local real estate agents; these corporations and private equity firms do not understand the respective communities they are buying property in. Real Estate agents can answer questions about the schools, activities to participate in, respective developments within the community, history of the community, and other amenities available when compared to those working for private equity firms.
  • Pro-Law and Order: Governor Gordon and Congresswoman Hageman have stated every state is a border state with the open border policy under the Biden/Harris Administration. The problems do impact us here in Cheyenne; Denver is a sanctuary city and has amassed a massive influx of illegal immigrants; nearby communities such as Aurora in recent months have been impacted; the problem is only 100 miles away. To address more enforcement of criminal and traffic violations, the city needs to hire at least 3-4 more patrolling officers per shift. There needs to be a zero tolerance ordinance over any form of street racing. We need to have money set aside for training for our fire department, especially to battle grassland fires.
Pro-Transparency and Accountability:

Myself and many voters in Ward 3 feel their voices are
not being heard. There needs to be town halls with constituents once a month during a weekday
night to allow more options for residents; some of these townhalls need to include the mayor. This is with the current townhalls held some Saturday mornings at Dazbog's.

Large projects, public board meetings, and major ordinance changes need public input; public
meetings for these need to be advertised through social media and other publications. This

would improve transparency and allow for community public input.
I like reading/watching anything by: Dr. Milton Friedman, John Stossel, Thomas Sowell, and Dr. Walter Williams.
The following characteristics should be present for any local elected official: Accessible, Accountable, Integrity, and Professional.
Biggest aspect is living by the Code of the West; keeping your word with constituents as they are your bosses.
The Call of the Wild By Jack London; it was a required reading while I was in middle school. I really liked the book because it was from the dogs perspective and was adventurous; I always have always enjoyed exploring areas and being adventurous.

I still remember when almost everyone in class read the book ahead of schedule and teacher could not believe how engaged we were throughout the lessons related to The Call of the Wild.
Cheyenne Chamber of Commerce
Don Hollingshead
Every fiscal year the proposed budget needs to be reviewed line by line with public input, especially with large line-item proposed budget increases. We must ask the following questions (not an exhaustive list) when analyzing the budget to remain in the black and be fiscally conservative: is this required by law, are the increases improving the necessities, what are potential impacts to the community, what are potential impacts to city employees. Most importantly, the city needs to have a rainy day fund for emergencies.
