The city of Corpus Christi, Texas held elections for city council on November 4, 2014. The candidate filing deadline was August 18, 2014. Eight council seats - three at-large and districts one through five - were up for election. In the at-large race, incumbents Lillian Riojas and Mark Scott and candidate Chad Magill defeated Reynaldo “Ray” Madrigal, Margareta Fratila and Gil Hernandez.[1]

On his campaign website, Scott highlighted the following issues:[2]

Government efficiency

  • Excerpt: "I continue to be a strong advocate in smaller, more efficient government. Budget crises provide unique opportunities to pursue such efforts. People generally don’t realize that the City of Corpus Christi has 14 percent fewer employees than we did 10 years ago. It is actually nearly 30 percent less when you exclude the growth in public safety employees."

Privatization

  • Excerpt: "My mantra is “Cheaper, Better, Faster, Friendlier.” The concept is managed competition where we let City staff compete with the private sector. We learned of this concept during our Administration Committee privatization efforts. I believe in the concept as does our new City Manager. This will be one of my highest priorities during the next Council session."

New city manager

  • Excerpt: "I know everyone is saying this, but in a short Council cycle (18 months), one would give some credence to experience. I believe I am in a unique position with my Council history, business experience, and political ideology to help integrate Mr. Olson. The Council term is short. We don’t have a lot of time to “ramp up” Mr. Olson. I have already met with him and am sharing some of my Council issue documents to better help him hit the ground running."

Environment

  • Excerpt: "I understand the big media issues (Las Brisas) but hope the public is informed of the many environmental initiatives under way. We continue to be satisfied by the very enthusiastic community response to the new recycling program. We are nationally recognized for our wind turbine ordinance. Further, Aveda Salon recognized my work for them in getting a permit to erect a wind turbine at La Palmera mall."

Streets

  • Excerpt: "This is clearly an ongoing priority. I made the motion and led the Council effort to increase street maintenance in our current budget. We increased street maintenance by 20 percent in the current budget under my leadership."
