Two elections to recall District 9 City Councilman Mark Stebbins were held in Stockton, California. In the first election, held on May 8, 1984, voters retained Stebbins. In the second election, held on December 18, 1984, voters recalled Stebbins.[1][2]
Recall vote
In the first recall vote, Stebbins was retained by a margin of 1,426 to 1,012 votes.[3]
In the second recall vote, Stebbins was recalled by a margin of 1,114 to 1,042 votes. Ralph Lee White was elected in a special replacement race.[2]
Recall supporters
Both recall efforts were organized by White, a former city councilman who lost to Stebbins in the November 1983 election. In the first recall effort, White said that Stebbins had lied about his race. Stebbins identified as Black while Stebbins' birth certificate listed both of his parents as white. In the second recall effort, White alleged that Stebbins was not adequately representing District 9.[2]
