2016

The city of Chandler, Arizona, held a primary election for three of six seats on the city council on August 30, 2016. Incumbent Nora Ellen and challenger Sam Huang won seats outright in the primary election because they received votes on a majority of ballots. Mark Stewart defeated Matt Eberle in a general election for the third seat on November 8, 2016. The filing deadline for candidates wishing to run in this election was June 1, 2016. The following candidates ran in the Chandler City Council nonpartisan at-large primary election.

My name is Mark Stewart.

In 2001, my wife Allison and I moved our young family from the Midwest, and we fell in love with Chandler. My kids are CUSD graduates and are off to ASU with full honors. (Thank you to the teachers that prepared them)

I believe that good governance starts with servant leadership by putting people before politics.

A primary core function of a municipality is to provide a safe and livable community. Public safety and safe water are the cornerstone responsibilities of any city. Chandler is both an incredibly safe city and financially stable allowing us to deliver the best services at the lowest possible cost.

Now more than ever, we need experience and leadership to help our community recover quickly.

I proudly serve the City of Chandler, Arizona, and currently serve:

• MAG Vice-Chairman of the Human Services, and Community Initiatives Committee • The Arizona League of Cities and Towns Budget, Finance and Economic Development Committee • The National League of Cities Budget, Finance, and Economic Development Committee • East Valley Partnership Board of Directors • Chairman for the 2020 Census Complete Count Committee

I own a small business, Concept2Completion, and bring entrepreneurial energy and innovative approach to service. My family supports local nonprofits, like ICAN, and we maintain an active faith.

  • Servant Leadership is my primary motivator. I believe when a community trusts you to make decision on thier behalf it is important to always act in service, with integrity and transparency.
  • The Constitution knows no party and should be the guiding light for all elected officials and public servants. The Constitution delivers the power to the people to govern themselves in a Republic.
  • The core responsibility of any local government is public safety, clean water and good infrastructure. Chandler provides the best service in the valley at the lowest possible cost.
Because of the current COVID and economic crisis, I am very involved and concerned about our annual budget and expenditures. I want to be sure Chandler does not falter on its core responsibilities, while still delivering services our community expects.

There are thousands of people in Chandler that need to trust that our police, fire, and water will still be running, which may mean cuts in other services. I am paying attention to this.

We have an incredible staff, and I believe that Chandler is and will be in an excellent financial position as we exit this crisis.
I would like for people to say he served the community, worked hard, and did exactly what he said he would do. My legacy will be showing others that you can be in politics and serve with honor.
My first job was on a small farm in the suburbs of St.Louis, Missouri. I worked for two successive summers when I was 14 and 15 pounding tomato stakes and picking suckers off tomato plants. I needed money for Joust at the Arcade. I have always worked hard to make a better life for my family.

Stewart participated in Ballotpedia's 2016 survey of municipal government candidates. The following sections display his responses to the survey questions. When asked what his top priority would be if elected, the candidate made the following statement:

My top priority would be to work with the Chamber of Commerce to brand our city as a top locations for innovative companies to relocate and grow.[1][3]

When asked what he would most like to change about the city, the candidate made the following statement:

Chandler is an incredible city, and we have a tremendous opportunity to be an innovation juggernaut over the next few years. I would like to see our city invest in the start-up and small business community. Chandler is poised to be a very attractive location for businesses to start and thrive. I think with the right people on council we can put Chandler, AZ as one of the best cities in American for start-ups in the technology industry.[1][3]

When asked what he is most proud of about the city, the candidate made the following statement:

I love The Constitution, and believe that from that document, people derive the power to govern themselves.

Everyday citizens must be seated on our Chandler City Council, and throughout all government. We are responsible for voting for what is right for ourselves. A diversity of opinions must pervade government discourse, and that is absolutely paramount at the local level.

I will always ask, “can we find a solution with less government?”

Development, Stability and Growth.

Chandler citizens and families appreciate the community and stability that comes with a thriving business and retail community.

  • I can be trusted to consider, and discuss policy with real knowledge, and experience. I have been a leader in Fortune 50 companies, and now own a local small business.
  • Live, Work and Play close to home. Chandler is very close to being the perfect place for those three things to intersect, and we can make it better.
  • My business development background will help retain our locally owned business, and promote even more local entrepreneurship.
  • Breaking down regulations and accelerating growth
  • Investing in marketing our city – Great employers with strong track records of positive community support can be attracted to the Price Corridor. I have the background to represent our city in courting these companies.
  • Take an active role in assisting start-ups and driving a culture of innovation.
  • More access to team sports like soccer, baseball and neighborhood clubs.
  • Investment in our parks, and creating cooperatives to keep our youth activity programs growing and to keep them in Chandler
  • We must not sacrifice Liberty for the sake of security if possible. I will work to remove all traffic cameras from our streets.

Lean, Effective Service for Chandler

  • “How can we do this with less government?” will always be my first question.
  • A Council member is elected to represent the community, and to ask the tough questions like how can we accomplish the same goal with less government.
  • I am committed to following the law. I will challenge ordinances that conflict with our state or federal Constitutions.
  • The purpose of government is to serve the governed with their consent. Our aim as elected officials is to make wise decisions for the community.
  • I am a strong believer that governance starts at the lowest level, and moves up only as needed. From the individual and family, to HOAs, the city, the county, the state, and lastly the federal government.
  • I will inform residents through social media, and the press and be sure Chandler citizens are represented.
  • I will fight to lower taxes and ensure non-essential public works are undertaken only with sound, well thought out objectives in mind. I will fight for the same fiscal responsibility as I would show in my own finances.
  • We will maintain our focus on making our community the best place to live in Arizona.

Public Safety

  • A safe community attracts and retains residents, building community.
  • I believe in supporting our fire and police, and helping them feel secure in their service to the community.
  • We should have an open dialog with our service departments.
  • Most importantly, it is up to our citizens to be safe and secure in their persons, and I will support their right to protect themselves as enumerated in our Constitution.
