Louisiana elections use the majority-vote system. All candidates compete in the same primary, and a candidate can win the election outright by receiving more than 50 percent of the vote. If no candidate does, the top two vote recipients from the primary advance to the general election, regardless of their partisan affiliation.

For Martin Lemelle, nothing is more important than the well-being of the people of Louisiana. The Bayou State is more than home for Martin, who grew up (and still lives in) Lincoln Parish: helping Louisiana thrive is his full-time commitment.

As Executive Vice-President of Grambling State University, Martin has worked alongside the smart, strong, and resilient people of Louisiana for years. The people of the 5th District deserve a congressional leader who will prioritize the growth of small businesses, focus on the creation of higher-paying jobs, and ensure the affordability of quality healthcare.

As a small business owner, he is familiar with the challenges of the entrepreneurs that drive Louisiana's economy and provide jobs to its people. Further, as a former accountant doing work with large and small corporations, Martin knows how to maximize investments while balancing a budget.

When not working tirelessly to better his community, Martin enjoys time spent with his family, especially his two nephews.

Martin is asking for your commitment to help him lead the 5th Congressional District into a new chapter.

  • The great state of Louisiana was built upon a rich heritage rooted in the American dream. However, not every member of our great state has experienced the benefits of financial freedom and opportunity. We envision a Louisiana where every citizen has an equal chance of experiencing a quality of life that includes financial opportunities. I believe that competitive wages and equal economic opportunities for every citizen are hallmarks of a thriving and vibrant state economy. Together, we can ensure that legislation and policies are created and implemented that ensure an economic future for every Louisiana citizen. Louisiana is built upon the hard work of our people - our economic system should work just as hard for each one of us.
  • The past year has shown the stark reality of healthcare inequality among the citizens of our nation. From basic access to necessary healthcare and medications to availability to life-saving treatments, the citizens of Louisiana need access to quality and affordable healthcare that meets their unique individual needs. Having the ability to live a healthy and fulfilling life should be an equal and inalienable right for every Louisiana citizen. Unfortunately, Louisiana continues to rank 45th among U.S. states for quality, affordable healthcare. Our policies and legislation will aim to bring skyrocketing healthcare costs under control and bring quality healthcare options to each and every member of our state.
  • In an increasingly online world, it is more vital than ever that every resident - rural and urban - have access to high-speed, affordable internet and the digital technology necessary to lead a healthy and thriving life. Yet, for all of our gains in bringing technological advances to Louisiana, there is an ever-widening digital divide among our communities. As a state, we must do better to ensure that individuals have the opportunity to take advantage of the availability of online services. This includes every sector - from patients utilizing necessary tele-health and telemedicine services to students having computers and high-speed internet to access digital education opportunities. As a state, we envision Louisiana setting the standard f
Every child deserves the opportunity to experience a quality education that meets each of their unique needs. A holistic education that focuses on the physical and mental development of children is absolutely necessary for a future of success and opportunity. Unfortunately, the policies set by our politicians and administrators are not bringing these benefits to every student and family. Of the 50 great states of the United States of America, Louisiana ranks 48th overall for quality education. This must change. As one of my first priorities in office, our teachers will be prioritized to ensure that better opportunities are created for each and every Louisiana child, from early childhood education programs to collegiate and technical school options.
