Thomas earned his bachelor’s degree in public and urban affairs from Virginia Tech University in 2002 and graduated from the University of Richmond School of Law in 2006. His professional experience includes working as an attorney at the Decker Law Firm. He also served on the Norfolk Planning Commission and the Norfolk Architectural Review Board.[1]

There was a special election held on August 23, 2016, for the Ward 1 seat on the Norfolk City Council. This election was scheduled after Andrew Protogyrou was forced to resign on June 30, 2016, after unsuccessfully running for mayor in May 2016.[2]

Thomas was the only candidate who filed to run in the election, although one other person mounted a write-in effort.[3]

Thomas stated several priorities for the city during his campaign, which included support for making city council operations more transparent, expansion of light rail projects and other transportation improvements, and education and workforce training programs.[2]
