Martin Welker
Martin Welker (1819-1902) was a federal judge on the United States District Court for the Northern District of Ohio.
He received a recess appointment from President Ulysses Grant on November 25, 1873 and was nominated on December 2nd. He was confirmed by the Senate on December 8, 1873, and received commission that same day. He retired on June 1, 1889.[1]
