Martin Whitmer is a principal and founding partner at Whitmer & Worrall, a lobbying and political consulting firm. Whitmer was also a member of Donald Trump's presidential transition team, a group of advisors tasked with recommending presidential appointments for the incoming administration.[2]

Career

Early career

From 1988 to 1992, Martin Whitmer worked on the George H.W. Bush's (R) presidential campaigns. After working on the Republican presidential campaigns, Whitmer worked in the offices of former Senator Phil Gramm (R-Texas) and former House Majority Leader Dick Armey (R-Texas). In 1994, Whitmer served as a legislative representative for the Laborers’ International Union of North America (LIUNA). During this time, he worked on federal transportation issues and funding.[1]

Transportation lobbying

In 1997, Whitmer took up the position of vice president of government relations for the American Road and Transportation Builders Association (ARTBA). At the same time, he took up the leadership of the association's political committee, ARTBA PAC. While working with ARTBA, according to his bio, Whitmer helped to increase the federal surface transportation program funding through the Transportation Equity Act for the 21st Century (TEA-21). TEA-21 established infrastructure and transportation goals and programs for the U.S. Department of Transportation.[3][1]

U.S. Department of Transportation

Under the George W. Bush administration, Whitmer was appointed special assistant to U.S. Department of Transportation Secretary Norman Mineta (D). He also helped to oversee the Interagency Task Force for Expediting Energy Projects and helped to craft the Presidents’ Executive Order on Environmental Stewardship and Transportation Infrastructure Project Reviews. After serving as special assistant to Mineta, Whitmer became deputy chief of staff at the Department of Transportation.[1]

Whitmer and Worrall

Whitmer co-founded the lobbying and consulting firm Whitmer and Worrall with Thomas Worrall in Washington, D.C.[4] Whitmer oversees issues regarding transportation and infrastructure for the firm. His clients have included Virgin America, Honeywell Inc., Penske Truck Leasing, the Geosynthetic Materials Association (GMA), the American Association of Railroads, the National Asphalt Pavement Association, and the Utilities Technology Council.[1][2]

Boards and associations

Whitmer, according to his bio, has been on the board of the Eno Transportation Foundation since 2011. The Eno Transportation Foundation is an organization that "focuses on all modes of transportation, with the mission of cultivating creative and visionary leadership for the sector."[5] Whitmer is also a member of the Virginia State Bar as well as a member of the Capital Club, a nonprofit organization that supports charities and hosts events.[6][1]
