Mary Penny Kelley
Mary Penny Kelley is the acting North Carolina Secretary of Environmental Quality. She assumed office on September 17, 2024.
Governor Roy Cooper (D) appointed Kelley as the acting North Carolina Secretary of Environmental Quality on September 17, 2024, to replace Elizabeth Biser.[1]
Biography
Before she was appointed as secretary of environmental quality, Biser was an attorney in North Carolina Attorney General’s Office and general counsel at the Department, then known as the Department of Environment and Natural Resources.[2]
Kelley received a bachelor’s degree from NC State University and J.D. from Tulane University Law School.[2]
