Biography

Mary Shea earned a bachelor's degree from the College of William and Mary in 1987 and a law degree from the University of Richmond School of Law in 1990. Her career experience includes working as an attorney, small business owner, and Program Coordinator for the Paralegal Studies Program at Idaho State University.

Hello, I'm Mary Shea. I've spent over two decades practicing law in Southeast Idaho, specializing in child welfare. Prior to that, I was a civil rights litigator in high profile public policy matters, including election and voting rights, criminal justice, and the drawing of Congressional and state house districts. I'm also a former teacher and department head at Idaho State University. I have a strong record of community leadership, including roles with the Idaho Legal Aid Services, the Idaho State Bar, and the Portneuf Health Care Foundation. As a mother of three and an advocate for our community, my experiences have shaped my commitment to public service and to making Idaho a better place for all its residents​​.
  • Strengthening Education: I am committed to enhancing our public education system to ensure every child in Idaho has access to quality education. This includes improving infrastructure, supporting educators, and ensuring our schools are equipped for modern challenges​​.
  • Mental Health and Community Wellbeing: My goal is to significantly improve mental health resources across the state, particularly for our youth. We need to ensure there are enough mental health professionals to meet demand and that our policies support the well-being of all Idahoans​​.
  • Civility and Inclusion in Politics: I strive to restore civility in our political discourse. It's crucial that we focus on collaboration and respect to address the real issues facing our state, rather than succumbing to divisiveness and misinformation​​.
I am passionate about creating an Idaho where our children and grandchildren will want to stay and live. I am passionate about inclusive policies and language, and I strive to avoid contributing to the division we have been seeing for too long now. I am passionate about creating opportunities for everyone in Idaho, building on a strong economy that works for everyone. I am passionate about making sure our children are fed, housed, educated, and nurtured, because I know that is the key to Idaho’s strong future. All of my platform messages are tied to these key ideas.
To understand my political philosophy, I recommend reading "The Road to Character" by David Brooks. It emphasizes the importance of moral depth and personal ethics, which are central to my approach to politics. It is easy to get lost in the journey of the ego. This book helps keep the compass set.
The most important characteristics for an elected official are integrity, empathy, skilled problem solving and communication, and a commitment to service. An official must prioritize the public interest over personal or party interests and be dedicated to understanding and addressing the needs of their constituents. This takes a willingness to engage, to listen with an open mind and an open heart, and to take the best ideas forward, no matter where they come from.
The qualities I possess that would make me a successful officeholder include a strong sense of justice, a deep commitment to community service, and the ability to listen and respond to the needs of my constituents. My extensive experience as a trial attorney and community advocate has equipped me with the skills to navigate complex issues and advocate effectively for policies that benefit all Idahoans​​.
The core responsibilities of an elected official include representing the interests of constituents, legislating responsibly, and ensuring that government actions are transparent and accountable. Additionally, it's crucial to engage with the community regularly to understand their concerns and viewpoints.
I was in elementary school when President Richard Nixon faced imminent criminal prosecution, and he resigned. My parents were both very politically engaged and they educated us about what was happening, and why. They both supported his resignation.

Prior to that, I was very young during the civil rights riots, some of which occurred blocks from my first childhood home. My parents were very concerned about the violence against black people standing up for their basic civil rights. They talked about it in our household and at the dinner table often.

They also discussed the women’s rights movement, and they were both supportive of those advancements.

They and their friends were also dismayed by all of the political and racial violence in the 1960’s and 1970’s, and they discussed this often.

I think all of these early experiences have formed my passion for equal rights for all; civil political discourse; and ethical governance.
My very first job, aside from babysitting, was working in food prep and then in service at a buffet style steakhouse beginning when I was 14. I worked there all through high school, and I have never stopped working hard since.
Balancing my career and family life has been a continual struggle. As a mother of three, maintaining this balance while being deeply involved in my profession and community efforts has required significant resilience and adaptability​​.
The ideal relationship is collaborative and respectful, with both branches working together to address state issues effectively. While each branch should maintain its independence, cooperation is essential for effective governance. This requires building strong relationships of trust and open communication.
Idaho faces several challenges, including managing growth sustainably, including managing a growing housing crisis; improving educational outcomes and making sure we have the workforce we need to maintain a strong economy; and ensuring adequate mental health resources. Addressing these will require innovative policies and strong leadership.
Previous experience can be beneficial as it often provides a deeper understanding of the legislative process and government operations. Sometimes there is no substitute for that institutional wisdom. However, fresh perspectives are also crucial, so a balance of experience and new ideas is ideal.
Building relationships with other legislators is essential. It facilitates collaboration and compromise, which are necessary for effective law-making. Understanding and respecting diverse viewpoints can lead to more comprehensive and inclusive policies.
I very much respect and admire the work of Senator James Ruchti, as well as my running mate Representative Nate Roberts. They both exemplify all of the positive qualities I am discussing here. They both listen to and engage with constituents and stakeholders to make sure they understand the issues at hand. I also admire the late Senator Mark Nye, who worked very hard to secure funding for public and higher education across the State of Idaho. There are frankly too many to mention them all here.
Currently, my focus is on serving Idaho effectively in the state legislature. While I am open to future opportunities, any decision to pursue higher office would depend on where I feel I can best serve the public interest.
A particularly impactful story involved meeting a family who had just lost someone to depression. As a juvenile court attorney, I am very familiar with our mental health crisis in Idaho for kids. Talking to this family really solidified for me how I can help.

Another similar story involved a single mother struggling to access mental health services for her son. Her dedication to finding help for him amidst numerous challenges highlighted the critical need for better mental health support in our communities. I hear many similar stories in my work in juvenile court. I know we can do better, and I can help Idaho do better.
The legislature should have a role in overseeing the use of emergency powers to ensure they are used appropriately and effectively, without infringing on civil liberties or being extended beyond necessity.
My first bill would focus on increasing funding and support for mental health services in schools. This is crucial not only for improving academic performance but also for ensuring the well-being of our students.

I am particularly interested in serving on committees related to education, mental health, and judiciary matters given my background and areas of passion. These committees align with my expertise and where I believe I can make the most significant impact.
I strongly advocate for financial transparency and government accountability. Elected officials must ensure that taxpayer funds are used efficiently and for the intended purposes. Transparency fosters trust and improves governance. Taxpayer dollars should be used to fund the kind of government services that Idahoans want, need, and value. They should not be used to divide us or to create wedge issues. And they should never be wasted.
