A Republican Party primary took place on May 14, 2024, in Maryland's 3rd Congressional District to determine which Republican candidate would run in the district's general election on November 5, 2024.

Rob Steinberger advanced from the Republican primary for U.S. House Maryland District 3.

All 435 seats were up for election. At the time of the election, Republicans had a 220 to 212 majority with three vacancies.[1] As of June 2024, 45 members of the U.S. House had announced they were not running for re-election. In the 2022 election in this district, the Democratic candidate won 60.2%-39.7%. Daily Kos calculated what the results of the 2020 presidential election in this district would have been following redistricting. Joe Biden (D) would have defeated Donald Trump (R) 61.7%-36.2%.[2]

I was responsible for significant legislation from drafting language to the passage of what became law. I am also currently an actor (Little Caesars Pizza, Blue Emu arthritis cream, Ocean City MD Tourism, and more) and a former radio announcer. I am a law and order candidate. My entire adult life has been law enforcement. I benefit from the Law Enforcement Officers Safety Act (LEOSA) and support enhancements to what is sometimes a confusing piece of legislation. As a former Maryland police officer and Maryland Police Training Commission certified instructor, I know the law enforcement issues that are important to cops. Policing should not be a political issue, it is common sense! As a former Baltimore County officer, I was once protected by the Maryland Law Enforcement Officers Bill of Rights. I know how important that protection was. I will fight to restore and enhance every single protection and every single ounce of dignity that the policing profession deserves.


Gun control and gun safety means different things to different people. Maryland has had some of the strictest gun controls in the country. It was difficult under Maryland law to get a conceal-carry permit even if you were retired from law enforcement. Did this make Marylanders any safer? ABSOLUTELY NOT! Maryland has tried to circumvent the U.S. Supreme Court decisions that struck down Maryland gun laws. The result is confusion by those legally carrying a firearm. Criminals don't care about gun restrictions, they love them! From a victims perspective, there is no better victim than an unarmed victim. Let's focus on reducing crime and removing violent offenders from our streets!


The "melting pot" that we are is our greatest strength. But anything that deals with sudden or progressively increased demand for attention or resources has a breaking point. Be it a shortage of consumer goods or hospital beds/medicines during a pandemic/disaster, empty grocery store shelves before an impending storm, or an electrical blackout when demand surpasses supply, so it is with immigration. In order to address the immigration crisis we need a realistic immigration policy and meaningful enforcement. Like friends you invite to your home, you expect them to enter through your front door, and not sneak in from an unlocked window. Lets: Secure our borders/ Deport illegals/No sanctuary cities/Support ICE/Welcome LEGAL immigrants.

I understand the struggle a large majority of Marylanders are facing. In my role as a member of congress I will use my vote and voice to get inflation and increasing costs under control. I’ve known the stress of having to decide between which bills pay this month while making sure your family is fed. Working towards reducing inflation, advancing American energy independence, and cutting income taxes for working families and small businesses is my main priority. I want to see the weight of the increased financial burdens lifted from members of my district.


I don’t believe our country will survive without a border or vetting the people who are entering our country. There has to be a call to change our immigration and boarder policies. Bring back the “Remain in Mexico” policy, increased funding for our border patrol and ICE agents, immediately deporting those living in the United States Illegally and repelling federal funds from sanctuary jurisdictions. While I believe that legal immigration can contribute greatly to society, there has to be a process of law and order. I’m committed to securing our border and protecting our citizens.


As Americans, we have the constitutional right to own, carry and use firearms. Government Regulation or Gun Control is unconstitutional, the Second Amendment gives us the right to protect ourselves, family, and property. Maryland has some of the strictest gun controls laws and we still have one of the highest homicide rates in America. Criminals don’t consent to background checks and stricter gun laws only make unarmed citizens easier targets. I will promote more education for Marylanders on their right and the laws in place that allow them to legally carry a firearm and place more focus towards reducing crime and violence from our streets and acknowledging the mental issues that are plaguing members of our society.

The biggest National issue we face right now is illegal immigration. The crisis at our borders has to end now. We need to properly fund the personnel, infrastructure and a systems so that the laws can be enforced. I fully support legal Immigration.


We need economic investment in Maryland. We need to attract and support more businesses, large and small. Congress must curtail indiscriminate spending and invest where the dollars have the greatest benefit for families and our communities (early education, growth industries supporting innovation in new computer and clean energy technologies, small businesses and startups.). Innovation investment helps generate well-paying jobs, promotes growth and provides the economic foundation support that our communities need.


Personal safety- we have the right to feel safe in our homes, neighborhoods, and cities. I fully support our police and other law enforcement agencies lawfully doing their jobs.

Post-filing deadline analysis

The following analysis covers all U.S. House districts up for election in Maryland in 2024. Information below was calculated on March 19, 2024, and may differ from information shown in the table above due to candidate replacements and withdrawals after that time.

Eighty-seven candidates ran for Maryland’s eight U.S. House districts, including 58 Democrats and 29 Republicans. That’s 10.88 candidates per district, more than in the previous three election cycles. There were 8.12 candidates per district in 2022, 9.87 candidates per district in 2020, and 6.87 in 2018.

The total number of candidates who ran for the U.S. House in 2024 is also higher than any other year this decade.

Three districts—the 2nd, the 3rd, and the 6th—were open, meaning no incumbents ran. That’s the most open districts in an election cycle this decade.

Rep. David Trone (D-6th) did not run for re-election in order to run for the U.S. Senate, while Reps. Dutch Ruppersberger (D-2nd) and John Sarbanes (D-3rd) retired from public office.

Thirty-one candidates—22 Democrats and nine Republicans—ran for the open 3rd Congressional District, the most candidates that ran for a district in 2024.

Fourteen primaries—eight Democratic and six Republican—were contested in 2024. Fifteen primaries were contested in 2022, 16 primaries were contested in 2020, and 14 were in 2018.

Five incumbents—four Democrats and one Republican—faced primary challengers in 2024. That's fewer than in 2022, when six incumbents faced challengers, in 2020 when eight incumbents faced challengers, and in 2018, when six did.

Candidates filed to run in the Republican and Democratic primaries in all eight districts, meaning no seats were guaranteed to either party.

Heading into the 2024 elections, based on results from the 2020 and 2016 presidential elections, the Cook Partisan Voter Index for this district was D+10. This meant that in those two presidential elections, this district's results were 10 percentage points more Democratic than the national average. This made Maryland's 3rd the 129th most Democratic district nationally.[5]
