The 4th Congressional District of Maryland held an election for the U.S. House of Representatives on November 6, 2012.
Incumbent Donna Edwards (D) won re-election to the U.S. House of Representatives on November 6, 2012.[1]

Primary: Maryland has a closed primary system, in which the selection of a party's candidates in an election is limited to registered party members.
Voter registration: Voters had to register to vote in the primary by March 13. For the general election, the voter registration deadline was October 16.[2]

Incumbent: Heading into the election the incumbent wa Donna Edwards (D), who was first elected in 2008. She won re-election on November 6, 2012.
This was the first election using district maps based on data from the 2010 Census. Maryland's 4th Congressional District encompassed parts of Anne Arundel and Prince George's counties.[3]

Race background
Incumbent Donna Edwards was endorsed by the organization Progressive Maryland in her race for re-election in Maryland's 4th District.[7][8]
Faith Loudon was endorsed by Andrew Harris, representative from the 1st District, and former Governor Robert L. Ehrlich, Jr.[9]

Impact of redistricting

The redrawn 4th District included parts of Anne Arundel and Prince George's counties.[16]
The new district was composed of the following percentages of voters of the old congressional districts.[17][18]
- 14 percent from the 1st Congressional District
- 3 percent from the 2nd Congressional District
- 11 percent from the 3rd Congressional District
- 58 percent from the 4th Congressional District
- 9 percent from the 5th Congressional District
- 4 percent from the 8th Congressional District
District partisanship
FairVote's Monopoly Politics 2012 study

In 2012, FairVote did a study on partisanship in the congressional districts, giving each a percentage ranking (D/R) based on the new 2012 maps and comparing that to the old 2010 maps. Maryland's 4th District became less Democratic because of redistricting.[19]

- 2010: 82D / 18R
Cook Political Report's PVI
In 2012, Cook Political Report released its updated figures on the Partisan Voter Index, which measures each congressional district's partisanship relative to the rest of the country. Maryland's 4th Congressional District had a PVI of D+23, which was the 31st most Democratic district in the country. In 2008, this district was won by Barack Obama (D), 78-22 percent over John McCain (R). In 2004, John Kerry (D) won the district 71-29 percent over George W. Bush (R).[20]

2010
On November 2, 2010, Edwards won re-election to the United States House of Representatives. She defeated Robert Broadus (R) in the general election.[22]
