The 6th Congressional District of Maryland held an election for the U.S. House of Representatives on November 6, 2012.
Democratic candidate John Delaney won election on November 6, 2012, defeating Republican incumbent Roscoe Bartlett with 59% of the vote. This switched partisan control of the district.[1]

Primary: Maryland has a closed primary system, in which the selection of a party's candidates in an election is limited to registered party members.
Voter registration: Voters had to register to vote in the primary by March 13. For the general election, the voter registration deadline was October 16.[2]

Incumbent: Heading into the election the incumbent was Roscoe Bartlett (R), who was first elected in 1992. He was unseated by Democratic challenger, John Delaney on November 6, 2012.
This was the first election using district maps based on data from the 2010 Census. Maryland's 6th Congressional District encompassed Allegany, Garrett, and Washington counties, as well as parts of Frederick and Montgomery counties.[3]

- Note: Alexander Mooney[12], Christopher Shank[13], and Bud Otis[14] had indicated they would run, but eventually withdrew. Mark Shriver indicated interest in running, but never officially filed.

Race background
Maryland's 6th was considered to be Leaning Democratic according to the New York Times race ratings and Likely Democratic according to the Cook Political Report race ratings. Republican incumbent Roscoe Bartlett was challenged by John Delaney. The district became more favorable to Democrats as a result of redistricting.[15][16]
On the Democratic ticket, Milad Pooran was endorsed by former Vermont Governor Howard Dean.[17] John Delaney received endorsements from former President Bill Clinton, The Washington Post, former Montgomery County executive Douglas Duncan, and representative from the 4th District Donna Edwards.[17][9]
Robert Garagiola was endorsed by the SEIU on December 21, 2011.[18] The organizations Greater Greater Washington[19] The League of Conservation Voters, the Sierra Club, MoveOn.org, and numerous labor unions also endorsed Garagiola.[20] Maryland Lieutenant Governor Anthony Brown[21] and Senate President Thomas Mike Miller, Jr. (Maryland)[9] have also endorsed Garagiola for the 6th District seat.
On the Republican ticket, David Brinkley was endorsed by state Senator Chris Shank and Frederick City Mayor Randy McClement.[22]
Maryland's 6th District was included in the Democratic Congressional Campaign Committee's "Red to Blue List," which identifies districts that the organization has specifically targeted to flip from Republican to Democratic control.[23]
Incumbent Roscoe Bartlett was a part of the National Republican Congressional Committee's Patriot Program, a program to help House Republicans increase their majority in 2012.[24]

Impact of redistricting

The Washington Times said the new map after the 2011 redistricting was favorable to Democrats in six of the state’s eight districts and was expected to give the party its best chance in two decades to defeat Republican Roscoe Bartlett in the 6th District.[35]
The redrawn 6th District included Allegany, Garrett, and Washington counties, as well as parts of Frederick and Montgomery counties.[36][37]
Maryland Republican Chairman Alexander Mooney said that the proposed new district would go from safe Republican to Democratic-leaning.[38] Mooney also stated, "Roscoe's district has the biggest swing from Republican to Democrat in the gerrymandering process in the entire country."[38]
The new district was composed of the following percentages of voters of the old congressional districts.[39][40]
- 17 percent from the 4th Congressional District
- 52 percent from the 6th Congressional District
- 31 percent from the 8th Congressional District

In 2012, FairVote did a study on partisanship in the congressional districts, giving each a percentage ranking (D/R) based on the new 2012 maps and comparing that to the old 2010 maps. Maryland's 6th District became more Democratic because of redistricting.[41]

Cook Political Report's PVI
In 2012, Cook Political Report released its updated figures on the Partisan Voter Index, which measures each congressional district's partisanship relative to the rest of the country. Maryland's 6th Congressional District had a PVI of D+2, which was the 175th most Democratic district in the country. In 2008, this district was won by Barack Obama (D), 57-43 percent over John McCain (R). In 2004, George W. Bush (R) won the district 50-50 (rounded the totals were even but Bush garnered more votes) percent over John Kerry (D).[42]

2010
On November 2, 2010, Bartlett won election to the United States House of Representatives. He defeated Andrew Duck (D), Dan Massey (L) and Michael Reed (C) in the general election.[44]
