The Maryland Amend Section 21 of Article 4 of the Constitution Amendment, also known as Amendment 3, was on the November 4, 1913 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure amended the twenty-first section of article four of the Constitution, which relates to the Judiciary Department.[1][2]
