The Maryland Authorization of State Lotteries Amendment, also known as Amendment 1, was on the November 8, 1938 ballot in Maryland as a legislatively referred constitutional amendment, where it was defeated. The measure would have authorized the general assembly to permit a state lottery.[1][2]
