Maryland Circuit Court Clerk Governance, Question 2 (1990)

The Maryland Circuit Court Clerk Governance Amendment, also known as Question 2, was on the November 6, 1990 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure provided that the Circuit Court Clerks' offices are to be governed by rules adopted by the state's highest court rather than by local judges. The measure also makes certain personnel decisions in these offices and provides for certification of the judiciary's budget by the chief judge of the highest court rather than by the comptroller.[1]
