The Maryland City and County Boundaries Amendment, also known as Amendment 3, was on the November 2, 1948 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure authorized the general assembly to provide, by law, for organizing new counties, locating and removing county seats and changing county lines.[1][2]
