The Maryland Community Development Administration Amendment, also known as Question 11, was on the November 3, 1970 ballot in Maryland as a veto referendum, where it was defeated. The measure would have created a new subheading of "Community Development Administration" to the Annotated Code of Maryland to coordinate federal, state, regional and local public and private development efforts and resources.[1]
