The Maryland General Assembly Emergency Legislation Authority Amendment, also known as Question 2, was on the November 5, 2002 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure authorized the Maryland General Assembly to pass emergency laws creating or abolishing any public office or changing the terms or duties of any officer.[1]
