The Maryland Harford County Property Issues Amendment, also known as Question 6, was on the November 5, 1996 ballot in Maryland as a legislatively referred constitutional amendment, where it was defeated. The measure would have allowed the County Council of Harford County to immediately take certain property for rights-of-way for road, storm drain, sewer or water construction or installation. The measure also would have provided for county liability for certain costs and interests and prohibited more than one taking from the same parcel for the same project.[1]
