The Maryland Municipal Corporations Amendment, also known as Amendment 7, was on the November 2, 1954 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure prohibited the general assembly from enacting local laws relating to municipalities not authorized to have a charter form of government with certain exceptions. The measure also conferred powers of charter amendment and home rule upon such municipal corporations.[1][2]
