The Maryland Procedure for Creating Debt in Baltimore Amendment, also known as Amendment 4, was on the November 8, 1966 ballot in Maryland as a legislatively referred constitutional amendment, where it was defeated. The measure would have set guidelines for the procedure to be followed by the mayor and city council of Baltimore in the creation of a debt or credit by it.[1][2]
