The Maryland State Treasurer Duties Amendment, also known as Amendment 3, was on the November 8, 1960 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure allowed the Board of Public Works to authorize and direct the State Treasurer to borrow in the name of the state necessary funds to meet temporary deficiencies in the treasury as well as to make and sell short term notes for temporary emergencies.[1][2]
