Keep Public Lands in Public Hands
- After the Wyoming economy recovers from the current downturn, I would favor legislation like a bi-partisan bill recently passed in Colorado. The new law offers local governments technical and financial support so they can address concerns about management of federal lands without taking control of them.
- America’s national forests, wildlife refuges, parks, and public lands are part of our national identity. Our public lands were created so all Americans, regardless of wealth or social status, would be able to enjoy access to the outdoors in perpetuity. That our public lands should be open to everyone to experience is one of our nation’s proudest and most sacred traditions.
The Economy
- The familiar Wyoming bust economy is once again upon us. The outlook for Wyoming's fossil fuel economy continues to worsen. In this downward spiral the challenge facing legislators will be figure out how to retain Wyoming's core values in the face of deep budget cuts. The current downturn demonstrates once again the urgency that we fulfill decades of promises to diversify Wyoming’s economy and invest in the future. A 2015 a Pew Charitable Trust study found the Wyoming has the second most volatile revenue in the nation. Despite decades of talk about the need to diversify our economy we continue to rely on revenue from the energy industry. Wyoming must continue to create a favorable business environment for innovative start-ups, new technologies and sources of sustainable energy. We must create policies that discourage intolerance and discrimination to make our state welcoming to new businesses and their employees.
- Rainy Day Fund - Wyoming has a $1.8 billion Rainy Day Fund but no one quite seems to know what to do with it. We need to define the fund's purpose, settle on a savings goal and figure out when and what it should be used for.
Education
- Cutting education does not save money. Diversification of our economy starts with a state university that produces innovative thinkers working in an environment that provides incentives to start-up businesses. Strong K-12 education will attract businesses and families to Wyoming. Early education programs for needy kids pay for themselves several times over because less money is spent later on juvenile courts, prisons, health care and social services. James Heckman, a Nobel-winning economist at the University of Chicago has found that early education for disadvantaged children is the highest return public investment in the world today.
Health Care
- I support Governor Matt Mead's request to expand Medicaid to 18,000 Wyomingites. When uninsured people show up in Wyoming emergency rooms and hospitals, some one pays for the care they receive even if they can't. If the state doesn't do it, our struggling hospitals must, which means everyone else pays more for health care to cover the hospitals uncompensated costs.
- Medicaid expansion would increase state revenue by $10-$15 million a year and we need it. A recent survey found that a majority of Wyomingites would support Medicaid expansion to avoid education cuts. That makes sense.[1]
