Campaign website
Ray's campaign website stated the following:
Love Thy Neighbor Plan
The Love Thy Neighbor Plan is a community-driven initiative focused on fostering self-reliance, local sustainability, and economic empowerment. Rooted in the values of compassion, unity, and resourcefulness, this plan encourages individuals and neighborhoods to work together to create stronger, more resilient communities.
Key Pillars of the Plan:
1️⃣ Planning for the Future – Educating communities on the importance of local food production, bartering, and resource-sharing to ensure stability in times of economic uncertainty.
2️⃣ Preparing for Sustainability – Establishing community gardens, supporting local farmers, and promoting self-sufficiency by connecting residents with essential services like clinics, tradespeople, and financial literacy programs.
3️⃣ Progressing Together – Hosting monthly town halls and pop-up events to highlight local businesses, farmers, and human resources while encouraging economic collaboration within the district.Through these initiatives, the Love Thy Neighbor Plan seeks to empower individuals, strengthen local economies, and build a united community that thrives together. This is a movement where everyone counts, and together, we can create a better future for all.Join us in making a difference—because when we support each other, we all succeed!
From the Womb to the Tomb
WOMB — Attacks on Reproductive Health & Maternal Care
Republican Harm:
- Passed extreme abortion bans, even in cases of rape or danger to the mother.
- Blocked Medicaid expansion, denying low-income mothers access to prenatal and postpartum care.
- Undermined funding for maternal health clinics, especially in rural and marginalized communities.
- The “Big Beautiful Bill” slashes nearly $1 trillion in Medicaid over ten years, threatening rural hospitals and maternity services. Medicaid covers 41% of births nationwide—and cutting it puts expectant mothers in East Texas at grave risk. ~The Washington Post. Houston Chronicle
My Fight:
- Support federal protection of reproductive rights and bodily autonomy.
- Expand maternal health initiatives, including funding rural OB/GYN access in East Texas.
- Strengthen postpartum Medicaid coverage for at least 12 months nationwide.
CHILDHOOD — Defunding Education & Supporting School Vouchers
Republican Harm:
- Diverted public school funding to private school vouchers that leave behind rural and underserved students.
- Pushed censorship and banned diverse curriculum that tells the full American story.
- Opposed free school meals and wraparound services for poor students.
My Fight:
- Fully fund public education, with investments in rural schools, teacher pay, and special education.
- Oppose vouchers for tax dollars to stay in public schools.
- Pass universal free school meals and expand mental health resources for students.
YOUNG ADULTHOOD — Crippling College Debt & Low-Wage Work
Republican Harm:
- Blocked student debt relief and interest reform.
- Opposed raising the federal minimum wage.
- Rolled back labor protections for young and part-time workers.
My Fight:
- Support student debt forgiveness and free community college.
- Raise the minimum wage to a livable standard and protect unions.
- Invest in Community colleges, trade schools, and apprenticeship programs.
- Write a bill for police departments to employ a 30% ratio mental health professionals to work alongside with the police.
WORKING AGE — Attacks on Healthcare, Workers’ Rights, & Social Safety Nets
Republican Harm:
- Tried to repeal the Affordable Care Act without a plan to replace it.
- Weakened OSHA protections, allowing unsafe working conditions.
- Cut SNAP, housing assistance, and unemployment during crises.
My Fight:
- Defend and strengthen the Affordable Care Act, with a path to universal healthcare.
- Expand paid family leave, childcare support, and worker safety laws.
- Restore and increase food assistance and affordable housing investments in East Texas.
- Strengthen Collective Bargaining
- Fight for fair contracts, ensuring workers have a real seat at the table for wages, benefits, and working conditions.
- Oppose “right-to-work” laws that weaken unions and lower wages.
SENIORS — Threats to Social Security, Medicare, & Dignity in Retirement
Republican Harm:
- Proposed cuts to Social Security and Medicare under the guise of “entitlement reform.”
- Opposed lowering prescription drug prices.
- Ignored the caregiving crisis affecting aging Americans and their families.
My Fight:
- Protect and strengthen Social Security and Medicare with no cuts.
- Cap insulin and prescription drug prices for all Americans.
- Fund home health care and caregiver support, allowing seniors to age with dignity.
Food Insecurity on the Rise:
According to TPR and KSLA ,SNAP benefits served nearly $7 billion in Texas in 2024 alone. Yet the bill forces states to absorb more costs and gets stricter with eligibility—potentially pushing 32,000 more Texans into poverty, particularly hurting children, seniors, and veterans.
Health Coverage and Hospital Closures:
By 2034, this bill could leave 12 million more Americans uninsured, including around 300,000 Texans. Rural hospitals, already stretched thin, could either scale back critically needed services or shut down entirely. Houston Chronicle
Economic Damage to East Texas:
Our economy is at stake. Texas could lose $87 billion in GDP by 2034—plus 120,000 jobs—due to the rollback of clean energy incentives. Families may soon pay $780 more annually on energy, and $420 more in fuel. San Antonio Express-News
Voter Suppression Threatens Our Democracy:
Republican tactics—from purges to harsh ID requirements—are systematically suppressing our voice. Millions of ballots have been disqualified or never counted. One study even found that Black voters' ballots were 900% more likely to be rejected than white voters'. Reddit
Reinstating the Residential Clean Energy Tax Credit Act
To restore and make permanent the federal tax credit for residential solar energy systems and related clean energy technologies that was scheduled to expire after December 31, 2025.
Immigration, Police, and CPS
I will seek to enforce the national Family Unity and Dignity Act that protects families across all systems, including immigration, CPS, and law enforcement. This legislation would require federal agencies and any state program receiving federal funds to prioritize family preservation. Before a child or parent is separated, agencies must prove that every community-based option has been exhausted. This shifts the focus from punishment to problem-solving. It ensures that families are supported with resources, not broken apart by default.
Accountability and Oversight
The Act would also create an independent Family Integrity Oversight Office that reviews separation decisions made by ICE, CPS, and police departments. This office would audit cases, investigate abuses, and enforce penalties for wrongful separation. Data transparency would be mandatory. Agencies would have to report the number of separations, the reasons, the demographics, and the outcomes. By shining a light on these practices, Congress can stop the quiet harm that happens behind closed doors.
Investing in Community Strength
Finally, the solution must include federal investment in community-based alternatives to fill 1/3 of the police department with health professionals to discern a matter before a fatality or wrongful imprisonment occurs, as business as usual. This includes funding family resource centers, mental health partners for law enforcement culturally competent social workers, and nonprofit networks that keep families stable. When communities have the tools to solve problems early, the need for government removal decreases. Congress can lead with the simple truth that strong families build strong communities. The goal is not just to stop separations, but to empower parents, protect children, and break the historic pattern of divide-and-conquer once and for all.
