The Massachusetts Whale and Sea Turtle Protection Initiative will not appear on the November 4, 2014 ballot in Massachusetts as an initiated state statute. The measure would have prohibited the state from authorizing or licensing the commercial use of fishing gear known to cause the entanglement of whales or sea turtles. Furthermore, the Secretary of Environmental Affairs would have been required to make an annual scientific report on the types of fishing gear that cause entanglement.[1]
Petitioners did not turn in signatures to the Office of the Secretary of State by November 20, thus eliminating the measure's chances of appearing on the ballot in 2014.[2]
Path to the ballot
Supporters submitted the initiative measure signed by ten eligible voters to the Office of the Attorney General, who then certified the measure for circulation. Following, supporters had until November 20, 2013 to obtain and submit 68,911 signatures. Petitioners failed to turn in signatures to the Office of the Secretary of State by the deadline.[2]
