Matt Miltenberger was a Republican political advisor working in the state of Nebraska. He was the chief of staff for Gov. Pete Ricketts (R) from 2014 to 2022.[1] Miltenberger previously managed Ricketts' 2014 campaign for governor and was the executive director of the Republican Party of Nebraska.

Career

Education and early career

After graduating from the University of Nebraska with a degree in business administration in 2003, Miltenberger continued his studies there, entering the M.B.A. program. He then enrolled in law school at the university, earning his degree in 2010. Prior to entering law school, Miltenberger held a number of positions, including time as an assistant at the Nebraska Ethanol Board and with the Clean Fuels Development Commission.[2]

Pete Ricketts U.S. Senate campaign, 2005

Miltenberger entered law school in 2005 but put his studies on hold to work on Ricketts' 2006 U.S. Senate campaign doing opposition research.[3]

Nebraska Republican Party

From 2007 to 2009, Miltenberger continued to put law school on hold to work in the Republican Party of Nebraska, first as the organization's political director, then as the executive director. During the 2008 presidential election, one of Miltenberger's priorities as executive director was to canvass Omaha's congressional district for John McCain's (R) campaign. Nebraska awards electoral votes based on district, so Miltenberger focused on door-to-door canvassing for McCain and state-level candidates, telling NBC News in September 2008, "There will definitely be a McCain presence here."[4] Miltenberger left the state party to finish his law degree, joining the Las Vegas Sands Corporation as the director of government affairs in 2011.[2]

Pete Ricketts gubernatorial campaign, 2014

In 2013, Miltenberger left Las Vegas to manage Ricketts' gubernatorial campaign against Democratic nominee Chuck Hassebrook. He told the Lincoln Journal Star, "We would not have come back to do a campaign for anyone but Pete."[3] In June 2014, Miltenberger described the campaign's approach, telling the Lincoln Journal Star, "We expect a competitive race and will continue to run a positive campaign focused on the differences between the candidates on the issues important to Nebraskans -- like Chuck's support for abortion, higher taxes and more government regulation."[5]

Pete Ricketts chief of staff

On November 6, 2014, Ricketts named Miltenberger his chief of staff, citing Miltenberger's success running the gubernatorial campaign.[6][7] He held the position until Ricketts left office in 2022.

In 2017, Ballotpedia identified Matt Miltenberger as a gubernatorial chief of staff. A chief of staff is the lead staff member of an administration and is responsible for implementing the governor's agenda.

The role is both a managerial and advisory position, although specific duties vary by administration. The chief of staff typically has the following responsibilities, according to the National Governors Association (NGA):[8]

  • Control access to the governor and manage the governor's calendar;
  • Monitor the flow of information to the governor on policy issues;
  • Oversee gubernatorial Cabinet and staff; and
  • Manage and communicate the governor's policy agenda to the state legislature and the public.

In terms of policymaking, the NGA notes that a chief of staff is responsible for bringing policy and communications together: "The chief is responsible for overseeing the development of the governor’s policy agenda. The policy director or advisor is typically responsible for shaping the general concepts and specific details of the agenda with input from the communications director, policy staff and cabinet members. The chief often must take charge and bring the pieces together coherently."[8]
