An election to recall City Councilmember Maxine Most was scheduled for October 3, 2023, in Louisville, Colorado. Voters recalled Most.[1][2][3]
The filing deadline for candidates interested in running in the election to fill the Ward 2 seat should the recall be successful was July 31, 2023. Mail ballots were sent to eligible voters during the week of September 11, 2023.[2][4]

Recall supporters
Members of the recall committee include Tim Crean, Christian Dino, John Dolliver, and Mario Jannatpour. Organizers said they initiated the recall petition against Most due to her lack of empathy for homeowners whose houses were destroyed by the 2021 Marshall Fire and her failure to engage with constituents affected by the fire.[5]
A statement of the grounds for the recall appeared on the ballot as follows:[4]
Maxine Most is one of the council members for Ward 2, where most homes were lost or damaged. Maxine has failed to fulfill the duties of her elected office and has acted against the interests of her constituents.
Councilmember Most was elected just before the Marshall Fire devastated 550 homes in Louisville. Ward 2 residents have reached out with legitimate concerns regarding future emergency readiness and fuels mitigation in City-owned spaces, and she has not responded or engaged with MF constituents. Maxine advocated against and initially voted against the ordinance to make the 2021 IECC optional for homeowners struggling to rebuild during a time of inflation, supply chain issues and underinsurance. Councilmember Most also pushed back against the rebate of use taxes for homeowners who are rebuilding. In discussions with impacted homeowners in her ward, she expressed concern that homeowners would benefit financially from the rebuilding of new and larger homes and displayed no empathy. Maxine did not advocate for her constituents in their time of greatest need and put her agenda above the stress and anxiety of 100’s of homeowners in her ward.
We are seeking a recall because we deserve better representation in Ward 2.

“I try to come from a place of equity at all times.” Most told Yellow Scene Magazine. “We have people who are in crisis on a daily basis. It’s important to be a voice for people who don’t have a voice. I don’t think that’s being un-empathetic.”[5]

Maxine Most is a highly effective Councilmember guided by community values and vision. She has served tirelessly during one of the most challenging periods in Louisville’s history. Constituents are encouraged to evaluate her performance by attending a Council meeting or visiting www.Most4Louisville.com.
MARSHALL FIRE
Maxine voted unanimously with the Council to approve emergency response and recovery initiatives, including allocating $6M for foundation, sidewalk, and driveway debris removal, hiring additional planning, building, and emergency staff, streamlining permitting processes and empowering staff to provide targeted waivers, and providing use tax relief with incentives to build to higher environmental standards.
Maxine also:
- Advocated for regenerative agriculture (goats) to sustainably address open space fuel mitigation.
- Championed use tax relief for ALL residents impacted by fire and smoke damage.
- Voted with 4 – 3 majority to waive fire sprinkler requirements.
COMMUNITY PRIORITIES
Maxine is solutions-focused, grounded in equity and fiscal and environmental sustainability, prioritizing “acting now for future generations.”
- Advocating to ensure Council, Boards and Commissions, and city government are welcoming, inclusive, and equitable environments.
- Collaborates with youth advocates on climate justice.
- Voted for the 2022 gun safety ordinance.
- Member of Louisville’s Economic Vitality Committee; Advocates for innovative business attraction and retention programs and promotion of local entrepreneurs.
- Ensured the 2023 Comprehensive Plan will be actionable by advocating to align building and zoning codes. Supports the Concept Plan process to mitigate developer risk while accelerating realization of Comprehensive Plan goals.
- Fights noise and lead pollution as Louisville representative to the RMMA Airport Community Noise Roundtable.
Louisville needs serious, thoughtful leaders like Maxine to promote the values residents hold dear: fiscal and environmental sustainability, equity and inclusion, creating a safe, healthy, and economically vibrant community.
Vote NO so Maxine can continue to take positive action for Ward 2 and the entire Louisville community.

The recall petition was approved on April 13, 2023, by the city clerk's office. To trigger a recall election, organizers needed to collect 440 signatures, which is equal to 25% of the total number of votes cast for all candidates for Most's position in 2021 when she was elected. Organizers submitted about 600 signatures on June 7, 2023. A recall election was scheduled for October 3, 2023, during the July 11, 2023, meeting of the city council.[1][2][6]
