An effort to recall Mayor Ron Counts, Treasurer Dan Kroupa and City Councilmembers EJ Fleischmann, Jason Fulbright, Brian McArthur, Bill Moritz, Mark Hood, Rodney Mullins, Butch Cooley, and Gary Plunk did not go to a vote in Arnold, Missouri, after the group organizing the recall stopped collecting signatures.[1][2]

Recall supporters

The recall effort was organized by a group called No Arnold Parkway. After it was announced that the city was no longer pursuing the Arnold Parkway project, the No Arnold Parkway Leadership Team said, "Although the news today was unexpected, trust in our City Officials and City Administration has been lost. This is evidenced by the fact that the Arnold Parkway Project enforced plans of eminent domain, plotted behind closed doors for at least 3 years. We believe a real change is needed for the Arnold residents: therefore, we will continue our vital recall efforts."[3][4]

Following the group's decision to stop collecting signatures, organizer Sarah Lurkins said, "We expect the city leaders to fulfill their stated promises to rebuild trust and believe stopping the recall effort will allow for a better working relationship going forward."[2]

Recall opponents

Fulbright and Fleischmann responded to a request from First Alert 4 for a statement regarding the recall effort. Fulbright said, "I’m aware of the recall campaigns and I fully support people using their voices to petition grievances against their elected leaders."[5]

Fleischmann said, "I fully support the residents of Arnold participating in the process and making their voices heard. I stand with them in their belief that the government should not be using eminent domain to take homeowners properties."[5]

Missouri allows the following grounds for recall: misconduct in office, incompetence, or failure to perform duties prescribed by law. To get the recall on the ballot, supporters must collect signatures equal to 25% of registered voters in the jurisdiction in 60 days.[6]
