An election to recall Mayor Ron Hedenskog and City Councilors Ed Schreiber and Michelle Morosky was scheduled for November 7, 2023, in Brookings, Oregon. Petitions were filed on July 10, 2023.[1][2] All three officials were removed from their positions as a result of the recall vote.[3]

Recall supporters

The recall effort was organized by Brookings residents Dennis Triglia, Henry Cunningham, and Debra Worth in response to the reinstatement of Janell Howard as city manager.[4] On January 30, 2023, the city council voted 4-1 in favor of reinstating Howard following a seven-month paid administrative leave after she pleaded no contest to shoplifting.[5] On June 12, 2023, the city council voted 3-2 in opposition to a motion that would have terminated Howard.[6]

Petitions against Hedenskog stated that "against strong public opinion, Hedenskog has insisted on keeping Janell Howard as City Manager, with whom he has had a long-standing relationship. Hedenskog has squandered an excessive amount of hard-earned taxpayer dollars in legal fees, reports and investigations."[4]

Petitions against Schreiber stated that the councilor "persuaded other councilors to vote for a permanent reinstatement of Howard, approved by a narrow 3-2 majority."[4]

Petitions against Morosky stated that the councilor "has flip-flopped on voting out and then voting to retain Ms. Howard." The petitions also stated that "the reputation of the city has been damaged and there is no confidence in the three members of the sitting council that continue to kowtow to the city manager, a known thief."[4]

The number of valid signatures required to force a recall election is 15% of the total number of votes cast in the public officer’s electoral district for all candidates for governor at the last election at which a candidate for governor was elected to a full term. The chief petitioner must turn in the required number of signatures no later than 90 days after the prospective petition has been filed.

Organizers in this recall effort filed petitions on July 10, 2023. Petitioners had until October 9, 2023, to submit 463 valid signatures. Organizers submitted 474 valid signatures for Hedenskog, 475 for Schreiber, and 474 for Morosky.[2][4]
