An effort to recall Mayor Jarom Wagoner and City Councilmembers Geoff Williams, Chris Allgood, Mike Dittenber, and Brad Doty did not go to a vote in Caldwell, Idaho, after recall organizers did not submit petition signatures by the deadline.[1]
Recall supporters
Caldwell resident Jim Hollis organized the recall effort in response to a city council vote approving a hotel on a lot previously used for event parking at the rodeo and county fairgrounds, the College of Idaho, and the Caldwell BMX track. Plans for construction showed a reduction in the lot’s parking capacity from 295 spaces to about 72.[2]

No specific grounds are required for recall in Idaho. To get a recall on the ballot, supporters must collect signatures equal to 20% of registered voters in the jurisdiction at the last election for the office (for city and county officials). For special district officials, supporters must collect signatures equal to 50% of the number of voters in the preceding election for the seat. If there has not been an election in the last six years for the relevant seat, supporters must collect signatures equal to 20% of registered voters in the relevant district at the time the petition is filed. Signatures must be collected within 75 days.[3][4]
