Efforts in Floresville, Texas, to recall Mayor Sherry Castillo and City Councilmembers Daniel Tejada and Juan Ortiz from their positions were launched in December 2015. City Secretary Monica Cordova certified petitions for recall on February 8, 2016.[1][2]

Former councilmember Eric Rodriguez initiated the recall, citing spending beyond the approved budget for the 2015-2016 fiscal year.[1] Rodriguez was barred from future city council meetings in early February 2016 due to a criminal trespass warrant issued following a meeting on February 4, 2016. Mayor Castillo told Watchdog.org that Rodriguez was banned because Rodriguez repeatedly interrupted council meetings. Floresville's city charter requires at least 500 signatures from city residents for each office targeted for recall. The charter allows recall organizers 45 days to gather signatures prior to delivery to the city secretary. The city secretary certified 522 signatures on February 8, 2016.[1][2]

On February 11, 2016, the Floresville City Council voted 3-2 to schedule a public hearing on February 19 as part of the recall process.[4] Judge Richard Alcala ruled on February 19, 2016, that the court would not decide an election date for the recall at that point, leaving the matter to city officials.[5] On March 10, 2016, the city council voted 3-2 to hold a recall election on November 8, 2016.[6] This council vote was nullified by Alcala's ruling on March 17, 2016, that the city charter required a recall election on the May municipal election date.[3]
