Traffic concerns in Hopkins, Minnesota, led to a recall effort against Mayor Molly Cummings and City Council Members Katy Campbell, Jason Gadd, Kristi Halverson, and Aaron Kuznia in April 2017. A group called the Hopkins Minnesota Mayoral Recall Campaign initiated the effort against the entirety of the city council. Cummings also served as a fifth member of the city council.[1]

In February of 2017 the Minnesota Department of Transportation closed US Highway 169 for 9 months to replace the Nine Mile Creek Bridge. Much of the traffic that previously used Highway 169 flooded the city streets in Hopkins and Edina endangering our residents, particularly children. The City of Edina was much more responsive to its citizens and was able to cut traffic back to pre-detour levels which in turn pushed still more traffic onto Hopkins residential streets. The lack of responsiveness of our elected officials has led to this recall campaign. While the City of Hopkins has made efforts to reduce traffic in Hopkins residential neighborhoods, the results have been dismal. Traffic on 11th Avenue South backs up for hours at rush hour and endangers both adults and children alike. The added traffic on residential streets such as Old Settlers Trail are even more hazardous for the children that play in the area.[2][3] |

The amount of valid signatures required for recall election are 25 percent of total votes cast for the position at last election. Recall supporters must present grounds for recall in court including malfeasance or non-performance of official duties. There is no time limit for gathering signatures for a recall.[4]
