An effort in Whitehall, Montana, to recall Mayor Dale Davis and City Councilmembers Joe Adams, Gary Housman, Tom Jenkin, and Vincent Keogh was initiated in April 2016. Lynn Nemeth submitted enough valid signatures to force a recall election on August 16, 2016.[1][2] The recall did not go to a vote, however, because a restraining order was issued to halt the election.[3]

Nemeth sought the recall of all five officials over allegations of misconduct during a council meeting on April 11, 2016. She argued that the council broke rules by allowing a speaker to make statements without being included on the official agenda. Nemeth also noted that members of the public were not allowed to comment on a proposal to have county dispatchers direct the city's ambulance to fire calls.[1]

Recall opponents

Adams told Montana Standard that the recall effort was the consequence of a longstanding debate over ambulance service in the city. He also indicated that council members Francine Janik and Florence Howser, who were not targeted for recall, were connected to a private ambulance provider in the county.[1]
