Dylan Hedrick (Nonpartisan)
The city has purchased property near the existing VA Hospital, and with the right partnership through a public-private partnership, we can incentivize a hospital to return to Garland.
I plan on using the economic development tools available through Proposition B of the proposed 2025 Bond Program, TIF #3 funds, and development incentives/fee waivers to entice the right developer to construct a hospital.
Second, I am focused on improving the condition of the streets and alleys in the city by following our streets improvement plan that was approved in October of 2024.
Who better to help rebuild our city infrastructure than someone who has spent their entire career as a civil engineer building streets and infrastructure projects?
I will bring that experience of delivering major construction projects to the table as mayor to ensure your tax dollars are spend in the most productive and efficient manner to improve and rebuild our infrastructure to the greatest degree possible.
Finally, I am committed to ensuring that every area of the city receives equitable treatment when it comes to city spending. We cannot solely focus on one area of the city at the expense of others.
To this end, I have successfully advocated for the expansion of TIF #1 to include additional areas north of the Forest-Jupiter DART station, which will bring much needed funding to improve this area.
I will do the same for all parts of Garland, including the areas around IH-635 and IH-30 (Harbor Point), ensuring economic development spending is spread across the entire city.
PC Mathew (Nonpartisan)
Garland’s safety and health must always come first. As Mayor, I will strengthen police and fire services, improve roads and infrastructure, and expand healthcare access. We need safer streets, better emergency preparedness, and stronger community engagement. I will work to ensure workplace, school, and neighborhood safety while improving storm response and public health programs. Together, we can build a safer, healthier Garland for all.
"BUILDING A STRONGER GARLAND WITH BETTER INFRASTRUCTURE"
Garland deserves modern, reliable infrastructure that supports our growing community. As Mayor, I will prioritize fixing roads, improving drainage, upgrading water systems, and enhancing public transportation. Well-maintained streets and sidewalks mean safer commutes, while better utilities ensure a higher quality of life. I will push for smart investments that create long-term solutions without raising taxes. Together, let’s build a Garland that is stronger, more connected, and prepared for the future.
"DRIVING GARLAND’S ECONOMIC GROWTH FOR A PROSPEROUS FUTURE"
A strong economy means more jobs, thriving businesses, and a better quality of life. As Mayor, I will attract new businesses, support small enterprises, and invest in workforce development. By cutting red tape and creating business-friendly policies, we can boost local industries and bring high-paying jobs to Garland. I will also focus on revitalizing commercial areas and enhancing infrastructure to drive long-term growth. Together, let’s build a prosperous Garland with opportunity for all.
Other Priorities:
❤ Caring Community – Develop smart solutions for homelessness and Provide stronger Support for Seniors. Moral Support for GISD's projects.
Deborah S. Morris (Nonpartisan)
As an elected official I also represented Garland on the North Central Texas Council of Governments Emergency Preparedness Planning Council. During the tornado, pandemic, ice storm and power outages I was there for you, keeping you informed and personally arranging relief efforts from hot showers and hot food to delivering generators or cases of water.
As a community volunteer I've also had real hands-on experience as a Red Cross Disaster Team Leader and certified first responder.
Keeping Garland economically strong means taking action today while planning for tomorrow. We have a beautiful and historic city with much unrealized potential. I will continue to support and engage with our existing businesses and employers while working to attract new businesses to Garland. This will include continuing to create the economic environment necessary to attract a community hospital to open in Garland.
As mayor, I will ensure we keep up the momentum--honoring the past while positioning our city for the future.
Garland is the 13th largest city in Texas. It's time for us to step up and take our rightful place as a leading city in DFW and North Central Texas.
The active role I played during Downtown Garland's transformation has led to me being invited to speak with other cities and city leaders interested in pursuing similar initiatives. I've come to realize how valuable these regional and statewide connections can be.
As mayor, I will work to see Garland's influence and reputation expand in our region and state.
Shibu Samuel (Nonpartisan)
We deserve safe neighborhoods, clean streets, and a thriving marketplace of businesses and job opportunities. I am committed to working alongside our city workers to ensure Garland has safe and well-maintained roads. My leadership experience in business has prepared me to tackle challenges efficiently and effectively. As Mayor, I will make sure we have the resources available to maintain and improve infrastructure in Garland.
Support Our Police & Fire Departments.
We must prioritize the safety, health, and well-being of all Garland residents. I will empower our law enforcement professionals to take on crime and encourage community engagement. My goal is to make every neighborhood in Garland a safe place to raise a family. As Mayor, I will work alongside our first responders to provide them with the tools and support needed to maintain the highest standard of service for our city.
Attract Quality Businesses.

Although we were not successful, the effort lives on in the Texas legislature as our local representatives have picked up the torch and filed a bill to allow for a local election.
If they are successful, it will add an estimated $500,000 in tax revenue to our budget – enough for four additional police officers or firefighters – all without having to raise taxes or fees.

Some of the key takeaways for me include:
Efficient Resource Allocation: Prioritizing projects that deliver the highest return on investment for residents, ensuring that tax dollars fund essential services and infrastructure improvements that foster long-term growth.
Economic Incentives: Encouraging private investment through predictable regulations and targeted incentives that attract businesses without creating market distortions or unnecessary public burdens.
Public-Private Partnerships (PPP): Emphasizing voluntary exchanges by supporting PPPs—like the proposed $150 million soccer stadium—ensuring taxpayer funds are used responsibly while leveraging private capital for community benefits.
Minimizing Unintended Consequences: Evaluating potential side effects of policies, such as rent controls or excessive business regulations, which could inadvertently stifle economic activity or reduce housing availability.
Property Rights and Economic Freedom: Protecting property rights to attract investment and foster entrepreneurship, enhancing Garland’s economic competitiveness.
Transparent, Outcome-Focused Policies: Advocating for data-driven decisions, focusing on measurable results rather than intentions, aligning with residents' desires for effective governance and fiscal responsibility.
By following the economic principles Sowell has laid out in the book, I have worked to craft policies that promote sustainable economic growth, improve infrastructure, and attract investment—all addressing Garland’s current challenges while ensuring prosperity for its residents.
PC Mathew (Nonpartisan)
Inclusion & Respect Garland is home to people from all walks of life, and our strength lies in our unity in diversity. Every culture, background, and faith contributes to the rich fabric of our city. I am committed to creating a government that is open, transparent, and responsive, ensuring that every community has a voice at the table. I will work hand in hand with council members, recognizing their dedication and contributions as we move Garland forward together.
Equal Opportunity & Economic Growth A city thrives when all residents have access to opportunities. I believe in fostering an environment where small businesses grow, good-paying jobs are created, and innovation is encouraged. We must ensure that every child has access to quality education and every worker has a path to success, regardless of their background.
Love & Care for Our Citizens Leadership is about serving with compassion. From ensuring safe neighborhoods to investing in affordable housing, healthcare access, and senior services, my priority is to care for every resident as if they were family. No one should feel forgotten, and no challenge should go unheard.
Advancing Garland’s Development The future of Garland must be built on smart infrastructure, sustainable growth, and forward-thinking policies. I am committed to modernizing our roads, enhancing public transportation, expanding green spaces, and supporting responsible development that benefits all.
With unity, respect, and shared purpose, we will create a Garland that is safer, stronger, and full of opportunities. Together, we will build a city where everyone belongs and thrives.

I have great relationships and respect for each and everyone of the current members of council, and I know that they also were elected with a passion to serve. I know that as mayor, my role is to help them be as successful as possible, because if they are successful in representing their districts, Garland will be successful as well.
The mayor also has the responsibility to serve as the ceremonial head of the city at community events. Therefore, he must conduct himself with dignity and respect worthy of the office at all times.
The mayor serves as an important communications conduit between citizens and staff. As a member of the city council, I have been committed to being available either by phone or email whenever I am needed, day or night. Callers are amazed that when they call my phone number, it rings the phone in my pocket and is not answered by a secretary. When people contact me, they can be assured that I will address their issue by connecting them to the appropriate city department and providing them with an honest answer to their inquiry.
PC Mathew (Nonpartisan)
Effective leadership requires objectivity, meaning decisions should be evidence-based and merit-driven, free from bias or favoritism. By prioritizing facts over politics, we can implement policies that serve the entire community. Respect is another essential value—every resident deserves to be heard, valued, and treated with dignity, regardless of background, beliefs, or status.
A great leader must also embrace humility—recognizing that true progress comes from collaboration and listening to the voices of the people. I will always seek community input, ensuring that policies reflect the needs of those who call Garland home. Community engagement will be at the heart of my leadership, with frequent public forums, accessible city services, and a commitment to responding to the concerns of all neighborhoods.
Inclusivity and diversity are strengths that define Garland. I will work to ensure that economic opportunities, safety initiatives, and city services are accessible and beneficial to all residents, regardless of background. Public safety, infrastructure improvements, small business support, and education will be top priorities to foster a thriving and prosperous city.
By embracing these principles—honesty, fairness, respect, and service—we will build a stronger, more united Garland that uplifts every resident. Together, we can create a city where families thrive, businesses succeed, and communities feel safe, valued, and heard.

Beyond my professional experience, I have a lifelong passion for serving the community. From my early years in student leadership to my roles in HOA associations, ethnic organizations, and charity initiatives, I have always worked to bring people together and create positive change. As a small business owner, realtor, and insurance agency founder, I understand the challenges faced by families and businesses. The mayor is also the official spokesperson for the city, including representing Garland beyond our city borders. Garland is the 93rd largest city in the U.S. and 13th largest city in Texas, but all too often we have been absent from regional events and discussions. Establishing strong relationships with other DFW leaders will ensure Garland consistently has a voice in key conversations.
It also falls to the mayor to interact with the media. I would like to strengthen our city's media presence to highlight positive developments and enhance our reputation in the region. Having spent years as a professional journalist, I’m well aware of the value of establishing a good working relationship with local media.
Other responsibilities include ongoing support for our first responders, promoting economic development, and enhancing the overall quality of life for all Garland residents.
The Mayor is elected by the people of Garland, and answers to them.

The mayor serves as the voice of the people. This means actively listening to residents, understanding their needs, and ensuring their concerns are addressed in local governance. It’s about being a bridge between the community and decision-makers at every level.
Economic growth is another key responsibility. Garland thrives when our local businesses are supported, new industries are attracted, and opportunities for good-paying jobs are created. As mayor, I will work to ensure our city remains a hub for innovation and opportunity while preserving the character of our neighborhoods.
Public safety is fundamental. This includes supporting our first responders with the resources they need and implementing initiatives that make our streets, schools, and public spaces safe for all. Safety is the foundation of a strong and prosperous community.
Equally important is investing in infrastructure. From maintaining our roads and utilities to enhancing parks and public spaces, the mayor must prioritize improvements that enhance residents’ quality of life and prepare Garland for future growth.
Community engagement is vital. Transparency, accessibility, and open communication build trust between city leadership and residents. I will prioritize keeping Garland informed and involved in the decision-making process.
Lastly, fostering education and opportunity is essential. By working with local schools, colleges, and workforce programs, we can empower our youth and ensure that every resident has access to pathways for success.
As mayor, I will lead with integrity, vision, and a commitment to uniting Garland’s diverse community to build a brighter future for all. Together, we can ensure that Garland remains a city we are all proud to call home.

From working with the U.S. Army Corps of Engineers on critical defense projects to overseeing financial operations as a Chief Accountant and State Financial Examiner, I have gained valuable expertise in planning, budgeting, and strategic development. My journey as a small business owner, realtor, and insurance agency founder has given me firsthand knowledge of the challenges and opportunities facing hardworking families and entrepreneurs in Garland.
Beyond my professional experience, my passion for community service has been at the heart of everything I do. I have led HOAs, organized blood donation drives, hosted awareness seminars, and produced impactful short films on environmental conservation and public health. Inspired by great leaders like Abraham Lincoln and Martin Luther King Jr., I believe in the power of unity, fairness, and unwavering dedication to making a difference.
With the support of my family and the trust of the people, I am ready to lead Garland into a future of economic growth, enhanced infrastructure, and a safer, more inclusive community. Together, we will build a city where everyone has the opportunity to succeed and where future generations will be proud to call home.

As a council member for the past six years, I have strived to present and discuss items for consideration in a compelling way as to move Garland towards growth and prosperity while being a good steward of the taxpayer’s dollars.
Once the council votes and makes a decision, the Mayor must trust the staff to implement the policies. With the city manager serving as the "CEO" of the city, a mayor should not involve himself in the day-to-day activities of the administration of those policies. Doing so will only get in the way and slow down progress towards achieving the policy goals on which council has voted.
PC Mathew (Nonpartisan)
How It Works in Garland: City Council (Including the Mayor): The City Council, led by the Mayor, is responsible for setting strategic goals, policies, and priorities for the city. They represent the residents, make legislative decisions, approve budgets, and establish the overall direction for Garland’s growth and development.
City Manager: The City Manager, appointed by the City Council, is responsible for implementing the policies and goals set by the Council. They oversee city departments, manage city operations, and ensure services are delivered effectively. The City Manager makes operational decisions, hires staff, and ensures the city's day-to-day functions align with the Council’s vision.
Key Distinctions: Strategic Planning: The City Council (elected leaders) sets the vision and high-level priorities. Operational Execution: The City Manager (hired professional) ensures these goals are carried out effectively.
This structure allows Garland to be run efficiently, balancing democratic oversight with professional management.

Garland's diversity of cultures, perspectives, and ideas here make it a great place to raise a family, like I am doing with my two daughters (8 and 10) and my son (3). Garland has wonderful public amenities such as parks, trails, and libraries -- including a newly renovated Downtown Square, and a great variety of restaurants, including many ethnic options. Some of the best Vietnamese food you will eat in the country is located right here in Garland.
Garland has endless opportunity and it is truly a place where you can live the American dream where you will be supported by your city and neighbors.

Additionally, Senate Bill 2 from 2019 only allows for a 3.5% annual increase in property tax revenue, which means the city’s ability to provide the same level of service is reduced each year by high inflation levels. I want to address this by expanding economic development through the use of public-private partnerships to bring in and diversify city revenue sources through the use of a local option election to allow for packaged liquor sales.
Secondly, many areas of Garland, particularly in older neighborhoods, have aging roads, water lines, and drainage systems that were originally built in the 1960s to 1980s. The infrastructure in these areas have reached the end of their life cycle and are in need of repair or replacement.
On the city council, I advocated for using stormwater fees as a method to finance drainage improvement projects rather than having to raise taxes, and this year got the Gatewood Drainage Improvements project added to the Capital Improvement Project budget. As a professional civil engineer, my focus as mayor will be on improving the streets and infrastructure of the entire city.
PC Mathew (Nonpartisan)
Bringing the Multicultural Community Together – As Garland continues to grow in diversity, fostering inclusivity, civic engagement, and cultural unity will be essential. Ensuring equal representation, access to resources, and community programs that embrace all backgrounds will strengthen the city.
Expanding Infrastructure – With a growing population, Garland must invest in better roads, public transit, drainage systems, and utility upgrades to accommodate future needs. Addressing traffic congestion, aging infrastructure, and sustainable urban planning will be key to long-term success.
Promoting Small Businesses & Economic Growth – Small businesses are the backbone of Garland’s economy. Policies that support entrepreneurship, reduce regulatory burdens, and provide incentives for local businesses will help sustain economic vitality. Strengthening workforce development and attracting diverse industries will also be crucial.
Housing Affordability & Development – Balancing affordable housing with responsible development will be critical as demand rises. Encouraging mixed-use development and ensuring fair rental policies will help maintain housing stability for residents.
Public Safety & Community Engagement – Maintaining strong police-community relationships, expanding mental health support, and ensuring emergency response readiness will be vital for keeping Garland a safe place for all.
Environmental Sustainability – Preparing for climate challenges by investing in green infrastructure, energy efficiency, and pollution control will ensure Garland remains a healthy, resilient city for future generations.
A comprehensive and strategic approach to these challenges will position Garland for long-term prosperity while preserving its unique, diverse character.

Financial Transparency Open Budget Process – Residents deserve to know how their tax dollars are allocated. I will push for a clear, accessible budget with detailed explanations of city spending and priorities. Regular Financial Reports – Publishing quarterly financial updates and hosting public forums will keep citizens informed about Garland’s fiscal health. Digital Transparency – Expanding the use of online financial dashboards will allow residents to track city spending in real-time. Government Accountability Ethical Decision-Making – I will uphold strict ethical standards to prevent conflicts of interest and ensure that city contracts and policies benefit residents, not special interests. Independent Audits & Oversight – Implementing regular external audits will ensure financial integrity and prevent wasteful spending. Community Engagement – Encouraging public participation in policy-making will ensure transparency and inclusivity in decision-making.
By promoting open governance, fiscal responsibility, and ethical leadership, we will build a trustworthy, efficient, and people-focused government for Garland.

Submitted Biography: "As a three-term City Council member and 39-year Garland resident, I've worked side by side with our community for years to make real, lasting change. On council I served terms as both Mayor Pro Tem and Deputy Mayor Pro Tem, leading numerous initiatives to increase quality of life and reduce costs for Garland residents, including sidewalk repair programs, senior tax relief, and neighborhood improvement grants. I worked to promote our local businesses and attract new ones, and to make our processes more business-friendly. I drew on my background as a career journalist to keep residents informed by creating and publishing a free twice-monthly 'Garland City Connect' newsletter for the last seven years, along with providing real-time online and email updates. As a private citizen, I also led the successful public effort to preserve a wooded Garland greenbelt--now part of the Rowlett Creek Preserve's trail system--by advocating for an alternate road realignment that also saved significant tax dollars. I’m honored now to have received the endorsements of four former Garland mayors—Mayors Ron Jones, Bob Day, Jamie Ratliff and Doug Athas--in this mayoral race. I have both the broad experience and the time to serve this large and busy city--the 93rd largest city in the U.S.!--as a proven and effective full-time Mayor who will put your interests first."

Endorsements can be particularly helpful for voters trying to decide between candidates in local races, which often feature nonpartisan candidates. Endorsements from individuals and organizations can help voters better understand policy differences between candidates in these cases where little or no other news coverage of policy stances exists.
