Marshall was born in Chicago, Illinois, in 1981. She earned a bachelor's degree in business administration and a master's degree in public administration from Columbia Southern University.

Marshall served for 20 years in the United States Marine Corps. She achieved the rank of Chief Warrant Officer (CW2). During her time in the Marine Corps, she deployed to Central America as part of the Special Purpose Marine Air-Ground Taskforce. Marshall led critical crisis response efforts in Honduras, Belize, Guatemala, and El Salvador.

In 2020, Marshall became the first African American elected to the Lee's Summit Board of Education, receiving 21% of the vote in a crowded field of nine candidates. Marshall became Vice President of the Lee's Summit Board of Education in 2021.

Marshall is Vice President of Lee's Summit Cares, a non-profit organization working to build healthy and safe communities for children and families. Megan has been a champion for expanding mental health, bullying prevention, and drug recovery services for youth and young adults.

  • We don’t need any more politicians content in their Ivory Towers - dismissive and indifferent to the needs of working people. Those who refuse to put service before self. Our communities deserve engaged and responsive leaders. Not those who believe getting your vote is the end of their service.
  • I’m committed to constituent engagement across Jackson County. I will be the most accessible legislator in county government. Engagement and accessibility has not been a hallmark of county government and that must change. Taxpayers deserve to know who their representatives are and feel confident their concerns are part of the decision-making process. When residents across our county are left in the dark, it breeds distrust. When representatives are not committed to listening to taxpayer concerns, their decisions lack proper responsiveness and instead worsen the lives of residents. I will continue listening to the concerns of taxpayers and work diligently to deliver meaningful change.
  • The budget is reflective of what a government values. What government values should reflect what taxpayers value, because policymakers' first obligation should always be to those they represent - not their own interests. Residents of Jackson County want property tax relief, affordable housing, reduced crime, greater access to mental health and drug recovery services, and most importantly, confidence that their county government is working for them.
Mental Health & Preventive Healthcare: The need to expand mental health services and preventive healthcare in Jackson County has never been greater. Covid-19 exposed the socioeconomic issues that have persisted for generations. Communities with the highest unemployment and limited access to quality healthcare continue to suffer. The county government should immediately approve additional funding for programs that address mental health, routine healthcare screenings, and other preventive care for vulnerable communities.

Affordable Housing: Affordable housing in our largest cities in Jackson County remains a major concern. The county government has a role to play. Creating master inventories of county-owned land to build affordable housing would be an important first step. County-owned land can be developed quickly and save taxpayers the additional cost of land acquisition.

Homelessness: The county government should consider converting existing properties owned by the county into temporary housing for the unhoused population. While this is not a long-term solution, it is a start. Partnering with religious institutions and community organizations for land donations also needs to be part of the solution.

Public Safety: Jackson County ranks third for the highest rate of gun deaths in the nation among mid-sized counties. The county government must improve its collaboration with its municipalities to provide funding and programming to curb gun violence.
