Melissa Marie Phinn is an associate judge on the 8th Judicial Circuit for Baltimore City in Maryland. She was appointed to the court by Governor Martin O'Malley on December 28, 2012, and assumed office on January 18, 2013.[1][2][3] Phinn was re-elected to the 8th Judicial Circuit in 2014, winning a new term that expires on December 31, 2029.[4][5]

Phinn ran for re-election to the 8th Judicial Circuit.
Primary: She was successful in the Democratic primary on June 24, 2014, receiving 13.3 percent of the vote. She competed against Page Croyder and judges Melissa K. Copeland, Philip Senan Jackson, Alfred Nance, Christopher L. Panos, Jeffrey M. Geller, and Julie Rubin. Phinn cross-filed as a Republican and won in that primary as well, receiving 13.1% of the vote. Primary candidates competed for 7 seats. 
General: She was unopposed in the general election on November 4, 2014. Seven seats were up for election. [5][6][7]

Phinn received her undergraduate degree in history from Towson University in 1976 and her J.D. from the University of Maryland School of Law in 1992.[2]
