Ballot question

The ballot question was as follows:[1]

To provide additional funding for city services, including, but not limited to, parks, roads, recreational opprtunities, and public safety, shall the ordinance increasing the City's Sales and Use Tax from .980% to 1.980%, which will raise approximately $500,000 annually be adopted?[2]

Impartial analysis

The following impartial analysis of the measure was prepared by the office of the Mendota City Attorney:

On June 16, 2018, the City Council of Mendota (the “City”) adopted Resolution 18-41 submitting a ballot measure (“Measure C”) to the voters at a general municipal election to be held on the same day as, and consolidated with, the statewide general election to be held on November 8, 2018. Measure C provides for the adoption of an ordinance increasing the City's current sales and use tax rate by one percent. The current sales and use tax rate is .980%. If the Measure is approved by a majority of qualified voters, the total sales and use tax rate in the City will increase to 1.980%. The proposed increased sales and use tax rate will commence on January 1, 2019, and continue in perpetuity.

The sales and use tax proposed under Measure C is a general tax as opposed to a special tax. As such, it will be used for general municipal purposes such as police and fire services; maintaining public parks, streets, and roads; and other general services that are necessary to protect the public health, safety, and general welfare.Proceeds of the sales and use tax will be deposited in the City's general fund and used for general purposes.

A “yes” vote is a vote in favor of authorizing the increase of the sales and use tax by one percent. A “no” vote is a vote against authorizing the increased sales and use tax.[2]
