Mesa Proposition 300 (2009)
Mesa Proposition 300 was on the March 10, 2009 ballot in Maricopa County, Arizona where it was approved.[1]
The question voters faced was whether to authorize economic incentives as part of the development agreement between the City of Mesa and DMB & Gaylord Entertainment required for the construction of a Gaylord Resort and Convention Center in Mesa. If Gaylord constructs a 1,200-room hotel/convention center with resort accommodations, and the second resort constructs a 490-room hotel and other amenities, the city will provide tax incentives in hopes of boosting Mesa tourism.[2]
The Mesa Convention & Visitors Bureau collects "bed taxes" which are used to promote tourism in Mesa. The CVB has agreed to allow a portion of these revenues generated by Gaylord Entertainment at a proposed resort and convention center to be used in the same manner.[3]
The Mesa City Council negotiated the terms of the ballot measures with DMB and Gaylord Entertainment to encourage it to build its resort -- known as the "Mesa Proving Grounds Resort" -- on 100 acres at the Mesa Proving Grounds, rather than somewhere else.
"What a great day for our city," Mayor Scott Smith told a crowd of supporters. Due to larger uncertainties in the economy, no schedule has been given for starting construction.[1]
Effect of "yes" vote
A “YES” vote shall have the effect of approving economic incentives subject to a public vote under Section 613 of the Mesa City Charter, which are necessary for construction of the hotels, convention center and related improvements under the Gaylord/DMB Development Agreement.
Effect of "no" vote
A “NO” vote shall have the effect of disapproving economic incentives which are necessary for the construction of the hotels, convention center and related improvements and will terminate the Gaylord/DMB Development Agreement.[4]
