Michèle Flournoy is a former under secretary of defense, serving during the Obama administration from 2009 to 2012. Flournoy cofounded the Center for a New American Security, a 501(c)(3) national defense and security policy organization, in 2007. She also cofounded the strategic advisory firm WestExec Advisors.[1]
Career
Education and early career
Flournoy received a bachelor's degree from Harvard University. As a Newton-Tatum scholar, she also earned a master's degree in international relations from Oxford University.[1]
In the mid-1990s, Flournoy was the principal deputy assistant secretary of defense for strategy and threat reduction and deputy assistant secretary of defense for strategy under President Bill Clinton (D).[1][2]
In 1996, Flournoy was awarded the Secretary of Defense Medal for Outstanding Public Service. Two years later, she received the Department of Defense Medal for Distinguished Public Service. She also received the Chairman of the Joint Chiefs of Staff’s Joint Distinguished Civilian Service Award in 2000.[2]
Policy organizations
Flournoy was a research professor at the National Defense University's (NDU) Institute for National Strategic Studies. While at the NDU, she led the university’s Quadrennial Defense Review work group.[2] Shortly thereafter, she served as a senior adviser at the Center for Strategic and International Studies, a foreign policy research organization.[3][4] She worked on defense policy and international security issues.[2]
In 2007, Flournoy and Kurt Campbell, former deputy assistant secretary of defense for Asia and the Pacific, established the Center for a New American Security, a 501(c)(3) national defense and security policy organization based in Washington, D.C. Flournoy served as the organization's president until 2009.[4]

Prior to President Barack Obama (D) taking office, Flournoy led the Department of Defense transition team for Obama.[4] In 2009, the U.S. Senate confirmed Flournoy as the under secretary of defense for policy. She served as the advisor to Secretaries of Defense Robert M. Gates and Leon E. Panetta in the development of national security and defense policy.[2] She spearheaded the Department of Defense's 2012 Strategic Guidance, which outlined the department's priorities in national security and defense initiatives for 2012. She remained with the Department of Defense until 2012.[5]
