An effort to recall Michael Allman from his position as the Area 4 representative on the San Dieguito Union High School District board of trustees in California did not go to a vote in 2021. Recall supporters did not collect enough signatures by the filing deadline.[1]
The recall effort began in May 2021. Recall supporters had 120 days to collect more than 5,000 signatures.[2]
The effort was started by the San Dieguito Faculty Association, which said Allman had violated the district's Code of Conduct.[2] Allman said, "With my election in November the board now has a majority of independent trustees who put parents and students first. The union does not like that and will do everything in its power to change it."[3]
Allman was first elected to a four-year term on the five-member board on November 3, 2020. He won the open Area 4 seat with 42.3% of the vote, defeating two opponents.[4][5]
This was not the first recall effort started in the San Dieguito Union High School District in 2021. A recall effort against Area 5 representative Kristin Gibson was started in February 2021 but did not go to a vote as Gibson resigned from the board in March 2021.[6] There was also a successful petition to hold a special election to replace Gibson, which removed appointed member Ty Humes from the board.[7]
Recall supporters
The San Dieguito Faculty Association led the recall effort. Duncan Brown, president of the association, said that Allman created havoc in the district since he took office.[2]
“Mr. Allman has repeatedly violated numerous Codes of Conduct included in the San Dieguito Union High School District Master Contract, Board Bylaws, and School Board Policies, therefore, disregarding the obligations he was sworn to uphold,” the association said in a statement.[2]
Recall opponents
In response to the recall effort, Allman said, “I have every intention of serving out my full term, including defending the recall [...] I don’t intend to be quiet while people disparage my character and attempt to recall me.”[2]
In an email to the Del Mar Times, Allman wrote:[3]
“ | For too long the teachers union has had a cozy relationship where they support their preferred board trustees and help them get elected, and then the board gives the union what they ask for. [...] With my election in November the board now has a majority of independent trustees who put parents and students first. The union does not like that and will do everything in its power to change it.[8] | ” |

Recall supporters served Allman with a notice of intent to recall at a board meeting on May 21, 2021. The San Diego County Registrar of Voters approved the recall petitions for circulation. Recall supporters had 120 days to collect more than 5,000 signatures.[2][9]

San Dieguito Union High School District is located in San Diego County, California. It is classified as a large city school district by the National Center for Education Statistics. The district served 13,099 students during the 2018-2019 school year and comprised 10 schools.[10]
During the 2018-2019 school year, 10.8% of the district's students were eligible for free or reduced-price lunch, 4.2% were English language learners, and 10.2% of students had an Individual Education Plan (IEP).[11]
