Michael Barr is a former assistant secretary for financial institutions in the Department of the Treasury. He served from 2009 to 2010 during the Obama administration. As of November 2020, Barr was a professor at the University of Michigan Law School and the Ford School of Public Policy.

Biography

Barr graduated summa cum laude from Yale University with a B.A. in history. He also received his J.D. from Yale Law School. As a Rhodes scholar, Barr received an MPhil in international relations from Oxford University. He clerked for Supreme Court Justice David Souter from 1993 to 1994.[1]

In the 1990s, Barr worked as a special adviser at the U.S. State Department, special assistant to Treasury Secretary Robert Rubin, and a deputy assistant secretary. During the Obama administration, Barr was the assistant secretary for financial institutions from 2009 to 2010. He began teaching at the University of Michigan Law School in 2001. In 2017, Barr also become a professor at the Ford School of Public Policy at the University of Michigan. [1]

Barr wrote and edited several books on domestic and international financial regulation, including Financial Regulation: Law & Policy, No Slack: The Financial Lives of Low-Income Americans, Insufficient Funds, and Building Inclusive Financial Systems.[1]
